MINUTES FOR THE EDA MEETING OF FEBRUARY 23, 2009 <br /> EDA President Fran Miron called the meeting to order at 8:30 am. <br /> PRESENT: Jan Arcand, Jim Bever, Mike Granger, Phil Klein, Fran Miron, and Brian Thistle <br /> ABSENT: Tom Denaway <br /> CITY STAFF PRESENT: City Administrator Mike Ericson, Community Development <br /> Director Bryan Bear, and Associate Planner Rachel Simone <br /> APPROVAL OF MINUTES FOR THE EDA MEETING OF JANUARY 26, 2009 <br /> Klein made motion, Granger seconded,to approve the minutes for the EDA meeting of January 26, <br /> 2009. <br /> All ayes. Motion carried. <br /> UPDATE ON DOWNTOWN REDEVELOPMENT <br /> Staff provided an update on the progress of downtown redevelopment projects. The CD <br /> Director updated the EDA on the progress of the Carpenters Restaurant redevelopment <br /> project. Staff explained that the Planning Commission will be holding a public hearing on the <br /> site plan and variances at their March 12, 2009 meeting. Miron talked about easements on <br /> the east side of the property and whether they were road easements or not. Staff said that they <br /> would do research on the easement but thought that they were drainage and utility easements. <br /> The CD Director gave an update on the End Zone redevelopment project on Highway 61 and <br /> stated that the applicant has come up with a new plan for the area. The plan has not been <br /> submitted to the City for approval to date. <br /> The CD Director gave an update to the EDA that 61 Stop located at 148th Street and <br /> Highway 61 has closed. He also talked about the Ricci's property now being owned by the <br /> bank. The EDA discussed that the property owners in the area may want to collaborate on a <br /> development for the area. <br /> Miron made a motion, seconded by Granger, to set a meeting with the property owners along <br /> Highway 61 between 147th Street and 148th Street and to include the properties just adjacent <br /> to them. The EDA members that will be included in the meeting are: Miron, Granger, and <br /> Klein. <br /> All Aye. Motion Carried. <br /> DISCUSSION ON TIF CERTIFICATION <br /> Staff has received preliminary TIF information for Carpenters Restaurant. Staff updated the <br /> EDA on the information at the meeting. The numbers have been preliminarily reviewed by <br /> Springsted, but not much more can be done with the numbers until Carpenters submits a TIF <br /> application. It is possible that the EDA will have a TIF application to look at in March at <br /> their regular meeting. <br /> DISCUSSION ON POWER LINES ON HIGHWAY 61 <br />
