BACKGROUND MEMO FOR THE EDA MEETING OF <br /> MONDAY, APRIL 20, 2009 <br /> 3. APPROVAL OF MINUTES <br /> Staff recommends approval of the minutes from the March 16, 2009, EDA Meeting as <br /> presented. <br /> 4. TIF DISCUSSION <br /> The owners of Carpenters Restaurant have submitted a TIF application for review. Staff <br /> was hoping to have a recommendation to the EDA at its April meeting. Staff working <br /> with the applicant and Springsted and is hoping to have a recommendation ready for the <br /> EDA in a couple of weeks. Staff would like to ask the EDA to schedule a special meeting <br /> on Monday, May 4, 2009, to review and make a recommendation to the City Council on <br /> the TIF application. <br /> 5. GOOD TIMES FLEA MARKET <br /> Pete Sampair, who owns the old lumber yard property at the south west corner of 145th <br /> Street and Highway 61, would like to have a discussion with the EDA on hosting a flea <br /> market on his property. Mr. Sampair will the present at the meeting to present to the EDA <br /> his plans for the flea market. He would like to get feedback from the EDA on the plans. <br /> 6. UPDATE ON APRIL 14TH BR&E WORKSHOP WITH THE HBA <br /> On Tuesday, April 14, 2009, Liz Templin from the U of Extension Serivices gave a <br /> presentation to the businesses in the City on the BR&E program that they offer to <br /> communities. There were about 50 people that attended the meeting. Staff will update the <br /> EDA on the BR&E presentation to businesses. <br /> 7. UPDATE ON 147TH AND 148TH STREET BUSINESS MEETING <br /> On February 23, 2009,the EDA directed staff to invite property owners in the area of <br /> 147th and 148th Street along Highway 61 to a meeting to talk about development <br /> opportunities in the area. Most of the property owners in the area were present at the <br /> meeting on Thursday, April 2, 2009. Staff will update the EDA on the out come of the <br /> meeting. <br /> 8. UPDATE ON CONCEPT PLAN FOR THE CITY OWNED PROPERTY <br /> Mark Finnemann from Finn Daniels Architects and Richard Fischer from Richard Fischer <br /> Architects are interested in developing the City owned property. The EDA reviewed the <br /> plans at its November 2008 meeting. The development team been to the Planning <br /> Commission and their concept plan has changed since the last time the EDA reviewed the <br /> concept plan. The development team is presenting the concept plan to the City Council at <br /> its meeting on Monday, April 20, 2009. Staff will update the EDA on the new concept <br /> plan. <br />
