MINUTES FOR THE.E.DA MEETING OF MARCH 14, 2011 <br /> Miron called the meeting to order at 8:30 am. <br /> PRESENT: Arcand, Bever, Denaway, Graff, Puleo, and Miron <br /> ABSENT: Klein <br /> APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBRUARY 14 , 2011 <br /> Bever made motion, Denaway seconded, to approve minutes for the EDA meeting of <br /> February 14, 2011. <br /> All aye. Motion carried. <br /> OATH OF OFFICE FOR NEW COMMISSIONERS <br /> New EDA Commissioners Mike Graff and Frank Puleo signed their oath of office at the <br /> meeting. The EDA members welcomed both of them as members of the EDA. <br /> REDEVELOPMENT CONCEPT PLAN <br /> The property is generally located at the northwest corner of Highway 61 and CSAH 8 and <br /> also abuts 145`x' Street to the north. The property owner, Pete Sampair, has put a very <br /> basic conceptual plan together for a mixed use development for the property. The <br /> demolition of the existing stock lumber building would be included in the redevelopment <br /> of the site. The property owner would like to get feedback from the EDA on the project in <br /> regards to development phasing, mix of uses, type of housing, and general layout. <br /> Pete Sampair presented his concept plan to the EDA. He stated that he prefers the option <br /> that has the buildings pulled up to Highway 61. He stated that the development team <br /> would need to evaluate how close the buildings should be to the future light rail line. The <br /> EDA also preferred the option with the buildings pulled up towards the road with a main <br /> street type of atmosphere. <br /> Mr. Sampair stated that housing would most likely be the first phase. The EDA stated <br /> that they would be comfortable with that, but would like assurance that the retail portion <br /> of the development would be provided soon after. Mr. Sampair stated that the retail <br /> portion of the development would be the next step and is a goal for the project. The EDA <br /> generally liked the overall phasing for the development. <br /> The EDA stated that it liked the mix of uses with the retail along the edges and the <br /> housing interior. They stated that if a drive-through is needed for a business that should <br /> be planned for with the development application. One EDA commissioner stated that <br /> they like the housing within the development and it would bring people to the retail <br /> businesses. <br /> The EDA discussed the type of housing with Mr. Sampair. He stated that he is planning <br /> for senior housing for the project. He has been in contact with a senior housing developer <br />
