CITY OF HUGO <br /> MEMORANDUM <br /> TO: City Council <br /> Planning Commission <br /> Parks Commission <br /> Economic Development Authority <br /> Historical Commission <br /> FROM: Bryan Bear, City Administrator <br /> SUBJECT: Goals <br /> DATE: November 8, 2013 <br /> Each year, the City Commissions and City Council adopt goals. The adopted goals are <br /> very important to the staff as they help us prioritize our work over the year. <br /> This year, the staff would like to change the framework of the goal setting discussions to <br /> ensure that we are meeting the expectations.of the Commissions. Some of the goals that <br /> are adopted each year have been somewhat vague and difficult to measure progress on, <br /> such as "Promote downtown redevelopment" or "Expand recreational programming." <br /> Many goals of this type end up being repeated each year. We'd like to challenge the <br /> commissioners to be creative and specific when setting goals. <br /> Each commission is guided by a set of mission statements, values, or visions that are <br /> written down in the City's Comprehensive Plan or elsewhere. Ideally, the goals will <br /> implement your mission. Each goal statement should be accompanied by action steps <br /> that can be accomplished by the staff, Commissions, and City Council. <br /> The staff will be asking each Commission a series of questions related to your mission, <br /> values, vision, etc. We will facilitate a discussion surrounding those questions with <br /> hopes of reaching a consensus on where our efforts should be focused over the next year <br /> via goals and actions. The appearance of the document that gets approved will be <br /> different from what you have previously seen. <br /> Please take some time to think about the questions in advance, and plan to participate in <br /> the goal setting sessions, as the outcome of these sessions will guide your Commission <br /> and the work of the City staff over the next year. <br /> Thanks for everything you do as a volunteer Commissioner and for your ongoing <br /> commitment. <br />
