CITY OF HUGO MEMORANDUM TO: City Council Planning Commission Parks Commission Economic Development Authority Historical Commission FROM: Bryan Bear, City Administrator SUBJECT: Goals DATE: November 8, 2013 Each year, the City Commissions and City Council adopt goals. The adopted goals are very important to the staff as they help us prioritize our work over the year. This year, the staff would like to change the framework of the goal setting discussions to ensure that we are meeting the expectations.of the Commissions. Some of the goals that are adopted each year have been somewhat vague and difficult to measure progress on, such as "Promote downtown redevelopment" or "Expand recreational programming." Many goals of this type end up being repeated each year. We'd like to challenge the commissioners to be creative and specific when setting goals. Each commission is guided by a set of mission statements, values, or visions that are written down in the City's Comprehensive Plan or elsewhere. Ideally, the goals will implement your mission. Each goal statement should be accompanied by action steps that can be accomplished by the staff, Commissions, and City Council. The staff will be asking each Commission a series of questions related to your mission, values, vision, etc. We will facilitate a discussion surrounding those questions with hopes of reaching a consensus on where our efforts should be focused over the next year via goals and actions. The appearance of the document that gets approved will be different from what you have previously seen. Please take some time to think about the questions in advance, and plan to participate in the goal setting sessions, as the outcome of these sessions will guide your Commission and the work of the City staff over the next year.
