Strategic Plan for Housing and Economic Development 12012 - 2018 <br /> Scenic Heights Green Mid-Market <br /> Neighborhood <br /> Priority:High ➢ An 8 acre remnant parcel from construction of <br /> Timing: 2012-2014+ Hwy 212 will soon be sold by MNDOT for <br /> development at the southwest quadrant of 212 <br /> Funding: ED Fund/ and County Road 4 accessible from Scenic <br /> TIF Pool/CDBG/ Heights Road <br /> HTC/Grants ➢ The City Council has expressed interest in <br /> development of a green, mid-market single- <br /> family neighborhood; there is also market interest <br /> in a neighborhood commercial component which <br /> could be considered if adequately separated from <br /> the existing nearby residential <br /> ➢ Strategies: In order to ensure and incent green, <br /> mid-market development, pursue temporary <br /> ownership as a first right of refusal from <br /> MNDOT <br /> ➢ Research Green/LEED Neighborhood <br /> Development/Design (LEED ND) standards and <br /> "New Normal" housing guidelines and obtain <br /> feedback from City Commissions, the adjacent <br /> neighborhood and developers on criteria for <br /> guiding and zoning this property <br /> ➢ Study the housing market to set a price range and <br /> define a criteria for Mid-Market Housing <br /> Development <br /> ➢ Develop concept site plans for <br /> neighborhood/developer discussions <br /> ➢ Consider partnerships and financing options <br /> including City Hill Fellowship Green Home <br /> Model with WHAHLT (Land Trust)/ Hennepin <br /> Technical College Construction Partnership, and <br /> grants <br /> ➢ Issue a RFP for green, mid-market development; <br /> review the proposals and resell the property to a <br /> private developer conditioned on approval of <br /> acceptable plans in keeping with the new Green, <br /> Mid-Market criteria <br /> ➢ Facilitate financing of the development <br /> 521 Page <br />
