MINUTES FOR THE EDA MEETING OF JUNE 11, 2013 <br /> Klein called the meeting to order at 5:00 pm. <br /> PRESENT: Arcand, Bever, Denaway, Gallivan, Klein, Puleo and Weidt <br /> ABSENT: None <br /> STAFF: Bryan Bear, City Administrator <br /> Rachel Juba, Planner <br /> APPROVAL OF MINUTES FOR THE EDA MEETING OF MAY 14,2013 <br /> Klein made motion, Puleo seconded, to approve minutes for the EDA meeting of May 14, <br /> 2013. <br /> All ayes. Motion carried. <br /> UPDATE ON ASSESSMENT POLICY <br /> At its May 20, 2013, meeting the City Council considered recommendations from the <br /> Planning Commission and EDA on the revisions to the assessment policy regarding <br /> financing infrastructure projects. The City Council approved the revisions at the meeting. <br /> Staff has included the revised policy and Exhibit A. At its June 3, 2013, meeting the City <br /> Council approved the feasibility study and assessment agreement with Len Pratt for <br /> construction of Rosemary Way. Staff will continue to work with Mr. Pratt to get the <br /> agreement signed and obtain a letter of credit for 60% of the construction cost plus <br /> interest, prior to construction plans being drafted. <br /> UPDATE ON CARPENTERS AND CITY OWNED PROPERTY <br /> On May 20, 2013, the City entered into a purchase agreement for the Carpenters <br /> properties. The City will pay all back taxes, liens, and mortgages as the result of the <br /> purchase. The properties total 1.34 acres and abut the properties the City owns to the <br /> north. Staff updated the EDA on the purchase agreement for the former Carpenters <br /> Parcels and that the closing will be in early July. <br /> The purchase agreement.for the City owned properties with FBF, LLC, has expired as of <br /> May 21, 2013. Staff discussed how the EDA would like to proceed with marketing of the <br /> properties. <br /> Staff provided ideas to the EDA on how to market the City owned properties in <br /> downtown. Some of the ideas included a request for proposals (RFP), continue working <br /> with FBF, LLC, contact other commercial realtors, and creating a marketing packet. <br /> Puleo stated that with the Carpenters parcels the property seems to be more marketable. <br /> Bever asked about completing an RFP process for the properties. <br />
