REQUEST FOR PROPOSALS <br /> HUGO,MINNESOTA <br /> I. PURPOSE OF THE REQUEST <br /> The City of Hugo is requesting proposals for the development of City owned property in the <br /> Bald Eagle Industrial Park(BEIP), information concerning the City's needs is outlined in the <br /> following Request for Proposals. <br /> II. INTRODUCTION <br /> The City of Hugo is a rapidly growing suburb of St. Paul with a present population of <br /> approximately 9,000 residents, which is likely to double within the next ten years. Hugo is <br /> currently experiencing immense residential growth, having issued 173 residential building <br /> permits by the end of March. The key factors driving this growth are the relative availability of <br /> undeveloped land, and the close proximity of Hugo to major freeways and downtown St. Paul. <br /> The City Council in the mid 1990's made the economic growth and diversification of Hugo's tax <br /> base a priority, which resulted in the development of the Bald Eagle Industrial Park (BEEP). The <br /> goal in creating the industrial park was to diversify Hugo's tax base through an increase of <br /> industry located within Hugo, and to increase the potential for Hugo residents to live and work <br /> within the City. Presently, the sites in the park have either been developed or are owned by <br /> private developers. The site highlighted in this RFP is the lone remaining City owned parcel, <br /> and is a high visibility corner lot located on the main thoroughfare of the industrial park. <br /> The City is seeking an experienced and qualified developer to acquire this property and develop <br /> it to its highest and best use. The City will provide preference to proposals based on; proposed <br /> tenants, full development of site, and the potential for job creation. The City of Hugo has <br /> already provided financial assistance in the development of this site, which is reflected in the <br /> below market price of the property. The City expects the private development firm to embrace <br /> and support the principles demonstrated by the development covenants of the BEIP. In turn, the <br /> City is committed to a public/private partnership and a win/win relationship. <br />
