IV. DESCRIPTION OF SITE <br /> ❖ LOCATION <br /> The site consists of a single parcel 3.3 acres in size. The property is located in a City <br /> developed industrial park known as the Bald Eagle Industrial Park. The property is an <br /> undeveloped greenfield. Connections to City services and a regional storm water <br /> management system have been provided, thus requiring minimal on site storm water <br /> ponding. The property is a corner lot, bounded by Fenway Boulevard on the west and <br /> Fenway Boulevard Circle on the South. The City is in the process of constructing a <br /> railroad spur into the industrial park. This spur would not abut the proposal site,but its <br /> use would be available to a potential occupant. A vicinity map highlighting the parcel <br /> and the surrounding neighborhood has been included. <br /> ❖ ZONING <br /> The property is zoned 1-3 (General Industrial), any proposed development would be <br /> expected to comply with this zoning. A copy of the 1-3 Zoning Regulations has been <br /> enclosed. <br /> ❖ DESIGN GUIDELINES <br /> A set of Development Covenants was created in conjunction with the development of the <br /> BEIP, a copy of which has been provided. Any proposal would be expected to comply <br /> with the design guidelines and land uses outlined in the covenants of the park. <br /> Other elements the City desires include: <br /> ❖ The City is seeking a proposal with an end user in mind, proposals including a tenant will <br /> be given priority. <br /> ❖ The BEIP was created with the goal of diversifying Hugo's tax base and the creation of <br /> jobs, proposals will be evaluated on the potential increase in land value, and on the <br /> number of jobs created. <br /> ❖ Full development of the site. The City will give preference to proposals which utilize the <br /> full site at the time of construction. Phase developments will be viewed less favorably. <br /> V. DESIRED DEVELOPER COMMITMENTS/CONTRIBUTIONS <br /> ❖ The developer must demonstrate an understanding and commitment to the development <br /> covenants of the BEIP. <br /> ❖ The developer must demonstrate the experience necessary to organize and deliver a high <br /> quality project of this type and scale. <br />
