BACKGROUND MEMO FOR EDA MEETING OF <br /> JULY 18, 2005 <br /> 3. JUNE 20, 2005 EDA MEETING MINUTES <br /> City staff recommends the board approve the minutes for the June 20, 2005 meeting as <br /> presented. <br /> 4. PRESENTATION FROM RYLAND GROUP INC. ON THE DOWNTOWN <br /> REDEVELOPMENT PLAN <br /> The Ryland Group Inc. is interested in working with the city to redevelop the Hugo downtown <br /> area. The Ryland Group would like to redevelop the downtown into a pedestrian friendly town <br /> center with would include a mix of office space, retail and residential uses. Ryland intends to <br /> adhere to the city's recently completed downtown plan and the proposed design guidelines for <br /> the district. Chris Enger of Ryland Homes will give a presentation to the EDA on their <br /> development proposal. City staff seeks direction from the EDA about whether to proceed with <br /> Ryland Group as the master developer for the downtown for downtown Hugo. <br /> 5. PRESENTATION FROM SCOTT MONTGOMERY ON THE END ZONE <br /> PROPERTY REDEVELOPMENT PLAN <br /> Scott Montgomery of Kelmont would like to redevelop a series of parcels fronting the east side <br /> of Hwy 61 south of 140`h St N into a mix of office space and residential uses. The proposed <br /> location currently contains single family homes on large lots and the former End Zone Bar and <br /> motel property which has been abandoned and left in a state of disrepair. He already owns <br /> some of the parcels at the location and is in negotiation to obtain the remaining parcels <br /> including the "End Zone"property. Scott Montgomery will give a presentation to the EDA on <br /> their redevelopment plan for the site. <br /> 6. UPDATE ON JULY 12,2005 MEETING OF THE TIF SUBCOMMITTEE <br /> At its last meeting the EDA directed the TIF subcommittee, consisting of Mike Granger, Nick <br /> Skarich, and Theresa Carpentier, to establish preliminary Tax Increment Financing (TIF) <br /> boundaries for the downtown redevelopment district and create a plan for the establishment of <br /> the district. City staff, Mikaela Huot of Springsted, and the subcommittee met on July 12, <br /> 2005. Theresa Carpentier was unable to attend. The subcommittee identified the parcels that <br /> should be included in the TIF district. The subcommittee also discussed the subsequent <br /> procedure for conducting blight examination and substandard tests to determine if the district <br /> would qualify under state law for the establishment of a TIF district. City Staff and <br /> subcommittee members will provide a summary of the meeting to the EDA on the proposed <br /> boundaries and discuss the next steps. <br />
