UPDATE OF AUGUST 23, 2005 MEETING OF THE TIF SUBCOMMITTEE <br /> At the last meeting of the TIF subcommittee City staff and the subcommittee identified <br /> the parcels that should be included in the proposed TIF district. The subcommittee also <br /> discussed the subsequent procedure for conducting blight examination and substandard <br /> tests to determine if the district would qualify under state law for the establishment of a <br /> TIF district. At the EDA meeting Community Development Intern Andrew Gitzlaff <br /> provided a summary of the meeting to the EDA on the preliminary results of the TIF <br /> district analysis and discussed the next steps in establishing the district. The EDA <br /> directed staff and the subcommittee to continue to investigate the procedural <br /> requirements and feasibility of creating the TIF district. Community Development <br /> Director Bryan Bear suggested inviting Mikaela Huot and Paul Steinman of Springsted, <br /> the City's financial advisor firm, to the next EDA meeting. <br /> 6. UPDATE ON NEGOTIATIONS TO ACQUIRE CARPENTER RESTAURANT <br /> AND THE OLD ANTIQUE STORE <br /> Community Development Director Bryan Bear updated the EDA on recent negotiations <br /> between City staff and officials and the Mike and Catherine Anderson, the property <br /> owners of Carpenters Restaurant and the adjacent Antique Store, about selling both <br /> properties to the City at the same time. The EDA directed staff to schedule another <br /> meeting with Mike and Catherine Anderson. <br /> 7. DISCUSSION OF OBTAINING BUSINESS AND ECONOMIC DEVELOPMENT <br /> CONSULTATION SERVICES FROM KIRSTIN BARSNESS <br /> City Administrator Mike Ericson informed the EDA that Kirsten Barsness of Barsness <br /> Consulting Services, Inc is interested in offering her consultant services to the City of <br /> Hugo and the EDA. Mrs. Barsness specializes in providing project management,TIF <br /> district coordination, and project marketing services to cities. The EDA discussed the <br /> types of business consultant services that might be beneficial to fulfilling the goals of the <br /> City and the mission of the EDA. <br /> Granger made motion, Skarich seconded to recommend that to the City Council that the <br /> City evaluate potential needs and availability of funds in the 2006 budget for these types <br /> of services. <br /> All aye. Motion carried. <br /> 8. UPDATE ON SALE OF `END ZONE' PROPERTY TO TERRY MONTPETIT <br />
