September 22, 2017 <br />Page 3 <br />LID concepts may be found in the State of Minnesota Stormwater Manual dated November <br />2005 located on the MPCA website at <br />http://www. pca.state. m n. us/water/stormwater/stormwate r -man ual. html. <br />In addition, the MPCA LID webpage provides a description and examples of LID features such <br />as permeable pavement, rain gardens, and green roofs. Links to other resources on LID are <br />available as well. The website is located at: https://www.pca.state.mn.us/ water/st ormwater- <br />management -low-impact -development-and-green-infrastructure <br />Response 5: With the City and Rice Creek Watershed District rules, there are extensive water quality and <br />quantity requirements that need to be met for development in this area. The City will continue <br />to strive to improve water quality through the implementation of these rules as well as other <br />BMP's. <br />Minnesota Department of Transportation <br />Comment 1: Design: No design concerns with this current plan. Should the City want to propose any <br />changes that would affect TH 61 in the future, please contact the Dmitry Tomasevich, the <br />Area Engineer, and work with MnDOT to ensure that there is a coordinated plan. <br />Response 1: No response necessary. <br />Comment 2: Bicycle and Pedestrian: The proposed AUAR appears to take all the current and proposed <br />bicycle and pedestrian trails and routes into consideration. However, the Trail and Sidewalk <br />Plan (Figure 3) shows the already established Hardwood Creek Regional Trail as a <br />snowmobile trail and not a regional trail. MnDOT suggests that designation be changed. <br />Response 2: Figure 3 shows that trail as both a regional trail (green line) and a snowmobile trail (blue line). <br />This concludes the responses to comments on the 2017 AUAR Update.
