Although not entirely clear to staff, it appears that all of the proposed streets within the <br />development are public streets. The City typically requires 80 -foot right-of-way for collector <br />streets and 60 -foot right -of way for new local streets. However, the right-of-way and street <br />widths will need to be reviewed in detail with a preliminary plat. <br />The sketch plan shows a road crossing the private ditch to access the eastern portion of the <br />development. The applicant will need to work with the Rice Creek Watershed District (RCWD) <br />on the design of the road crossing. The applicant may be required to install a bridge or culvert. <br />Coordination with RCWD should be completed as soon as possible to ensure the City and the <br />applicant understands what will be required by RCWD. <br />Utilities <br />The applicant will be required to provide municipal water and sewer to the site. Services are <br />available to the south. <br />Sanitary Sewer <br />The site is all in one sewer district in the City's Comprehensive Sanitary Sewer Plan. Municipal <br />sanitary sewer service is available for the site by direct connection to the existing systems within <br />Goodview Trail and Goodview Avenue from the Oneka Ponds development. <br />Water <br />Municipal water service is available by connecting to the existing system along the south side of <br />the site. The development of this site will provide an opportunity to complete an additional east - <br />west trunk loop across 1591h Street as outlined in the City's Comprehensive Water Supply Plan. <br />The connection across 159th Street should be incorporated into the plan. <br />Utility Line <br />The plans show a 50 -foot utility line easement bisecting the site. However, the utility line is not <br />an easement. It is actually a separate lot of record, owned by Northern States Power/Xcel <br />Energy. The utility company will need to be part of the plat. The applicant must work with the <br />utility company to receive all necessary approvals. Its staff's understanding that the applicant has <br />been in contact with the energy company. <br />Stormwater Management <br />There is a private ditch that runs through the site. Groundwater within the site has the potential to <br />be relatively high, which will require additional analysis to be completed before finalizing the <br />grading plan and low -floor elevations. <br />Ponding for water quality and rate control will be required on site and must be compliant with <br />City standards. In addition, staff has discussed with the applicant the option of using stormwater <br />for irrigation of landscapes and yards. The applicant has indicated that they did not incorporate <br />
