Page 3 <br />2. All vehicles that are not considered to have substantial value. <br />a. A case shall be made for any vehicle the property owner believes has substantial <br />value. A case may be made through providing the City with comparable vehicle <br />listings, assessed values of vehicles, or any other evidence which demonstrates a <br />vehicle is of substantial value. <br />On September 22, 2017, City staff met with the property owner on site and discussed the <br />outcome of the hearing and the Council's direction. <br />On September 26, 2017, City staff sent the property owner a letter stating the Council's <br />expectations, the re -inspection date (November 25, 2017), and the date (November 20, 2017) in <br />which the item would return to the Council for an update. <br />City staff conducted a site inspection on November 15, 2017 and noted that progress had been <br />made towards compliance, however, multiple violations are still seen on site and the property is <br />not compliant with the City Code. <br />At this meeting, the Council is to consider an order for the property owner to clean up the <br />property within 30 days of serving the order. If the property is not cleaned up and brought into <br />compliance, the City shall begin the process to abate the property. <br />2. CONCLUSION/RECOMMENDATION: <br />City staff has been working with the property owners for more than a year on bringing the <br />property into compliance by cleaning up the trash, debris, and junk vehicles. Although some <br />progress has been made by the property owners, it has been slow progress and the site still has <br />multiple violations. <br />City staff is recommending the City Council open the abatement hearing and take comment and <br />testimony from the property owner and/or their representatives. Following the hearing, staff is <br />recommending the Council approve the order to abate the property located at 13101 Henna Ave. <br />N. to bring the property into compliance with City Code. <br />ATTACHMENTS: <br />1.
