Page 3 2. All vehicles that are not considered to have substantial value. a. A case shall be made for any vehicle the property owner believes has substantial value. A case may be made through providing the City with comparable vehicle listings, assessed values of vehicles, or any other evidence which demonstrates a vehicle is of substantial value. On September 22, 2017, City staff met with the property owner on site and discussed the outcome of the hearing and the Council's direction. On September 26, 2017, City staff sent the property owner a letter stating the Council's expectations, the re -inspection date (November 25, 2017), and the date (November 20, 2017) in which the item would return to the Council for an update. City staff conducted a site inspection on November 15, 2017 and noted that progress had been made towards compliance, however, multiple violations are still seen on site and the property is not compliant with the City Code. At this meeting, the Council is to consider an order for the property owner to clean up the property within 30 days of serving the order. If the property is not cleaned up and brought into compliance, the City shall begin the process to abate the property. 2. CONCLUSION/RECOMMENDATION: City staff has been working with the property owners for more than a year on bringing the property into compliance by cleaning up the trash, debris, and junk vehicles. Although some progress has been made by the property owners, it has been slow progress and the site still has multiple violations. City staff is recommending the City Council open the abatement hearing and take comment and testimony from the property owner and/or their representatives. Following the hearing, staff is recommending the Council approve the order to abate the property located at 13101 Henna Ave. N. to bring the property into compliance with City Code. ATTACHMENTS: 1.
