Schwieters Properties LLP, Sketch Plan <br />Page 5 <br />Utilities <br />Sanitary sewer service is available to the site via the existing Met Council interceptor located on <br />the east side of Fenway Boulevard. City staff will work with the applicant to obtain the <br />necessary permit(s) for the connection. Individual private services would need to be extended to <br />each of the three proposed buildings. Applicable trunk, City connection, and Met Council <br />connection fees will apply. <br />Water service is available by connecting to the existing watermain located along the east side of <br />Fenway Boulevard. <br />Building Architecture <br />The applicant has provided rendering of the buildings with the sketch plan. The applicant has <br />stated that the buildings will be concrete tip up panels. The colors are proposed to be earth tones. <br />The City has adopted Commercial and Industrial Design Guidelines that shall be met. The <br />building look generally good and staff will evaluate the final design and color palette at the time <br />of site plan approval. <br />Any roof top mechanical equipment shall be screened from view from adjacent properties. Staff <br />recommends the applicant raise the building parapets to screen the equipment. <br />The applicant has not shown an area for a trash enclosure. Staff recommends that the trash <br />enclosure be integrated into the building or screened with materials consistent with the building <br />materials. <br />5. CONCLUSION: <br />It's in staff's opinion that the proposed use is compatible with the surrounding properties. The <br />details of the site design, engineering, and building design will be further evaluated at the time <br />the applicant applies for site plan approval. <br />6. STAFF RECOMMENDATION: <br />Staff recommended that the City Council provide comments to the applicant on the site layout <br />and exterior storage as it related to the sketch plan. The City Council should also discuss the <br />zoning amendment related to the exterior storage of raw material. <br />7. UPDATE FROM DECEMBER 19, 2017, EDA MEETING: <br />The EDA reviewed and commented on the sketch plan at its December 19, 2018, meeting. They <br />were comfortable with the site layout, exterior storage, and land use for the property. They talked <br />about the importance of the phasing for the site and screening of the exterior storage. There were <br />also comfortable with the City Code zoning amendment to allow raw materials as exterior <br />storage. The EDA agreed in their excitement for the business to expand in Hugo. <br />
