Hugo City Council Meeting Minutes for July 5,2017 <br /> Page 4 of 5 <br /> Approve Time Chante for the Historical Commission Meetings <br /> The Hugo Historical Commission had held their meetings on the third Tuesday of the month at <br /> 6:30 p.m. Members of the Commission discussed the meeting time and whether it was the still <br /> the best time for everyone's schedule. The Commission elected to meet earlier in the day at 1 <br /> p.m. Adoption of the Consent Agenda approved the change in time for the meetings of the <br /> Historical Commission from 6:30 p.m. to 1 p.m. <br /> Public Hearing on the Issuance of Therapy Facilities Revenue Bonds—Minnesota Autism <br /> Center Proiect <br /> A public hearing was held on June 5, 2017 on the proposal to issue these bonds; however, the <br /> hearing was invalid due to lack of public notice. Finance Director Ron Otkin explained that at <br /> the June 19, 2017, City Council meeting, the Council adopted a resolution calling for a public <br /> hearing on a proposal to Issue Therapy Facilities Revenue Bonds in an amount of no more than <br /> $5.1 million, on behalf of the Autism Opportunities Foundation, a Minnesota nonprofit <br /> corporation doing business as the Minnesota Autism Center (the `Borrower"). The bond <br /> proceeds would be used to finance the acquisition, construction, and equipping of an intensive <br /> therapy center for children and adults ages 10 to 21 diagnosed with autism spectrum disorder <br /> ("ASD"). The project will be located at 2010 Silver Bell Road in Eagan, Minnesota. The <br /> Borrower had agreed to pay the City of Hugo an issuer's administrative fee of 1/4 of 1% of the <br /> principal amount of the bonds. Briggs and Morgan, the City's bond counsel, had reviewed this <br /> request and found it to be a proper use of the City's bonding authority. The City would only be <br /> serving as the bond issuer and will have no obligations for repaying investors. <br /> Weidt opened the public hearing. There were no comments, and Weidt closed the public hearing. <br /> Haas made motion, Miron seconded, to approve RESOLUTION NO. 2017-23 APPROVING <br /> ISSUANCE AND SALE OF THERAPY FACILITIES REVENUE BONDS (Minnesota autism <br /> center Project) series 2017. <br /> All Ayes. Motion carried. <br /> Yellow Ribbon Network Update <br /> Council Members Chuck Haas and Phil Klein reported to Council on the City of Hugo's Yellow <br /> Ribbon Network activities. Burger night was held last Wednesday, and over 200 burger baskets <br /> were sold. Mark Schwope was the sponsor. Upcoming sponsors include the Hugo Public Works <br /> Department, Senate District Republicans, Mueller Mortuary, and Wilson Tool. On July 15, a <br /> YRN crew will be assisting a veteran move to Woodbury. The Hugo Lions Club will hold a golf <br /> outing on August 12, 2017, with proceeds going to the YRN. <br /> Dream of Wild Health Event on July 13, 2017 <br /> Petryk added this to the agenda to inquire whether the Council was interested in attending the <br /> presentation of the award of the Legacy Grant to the Dream of Wild Health on Thursday, July <br /> 13, 2017 11 a.m. The Dream of Wild Health is located at 16085 Jeffrey Avenue. <br />
