TO: City Council <br />FROM: Bryan Bear, City Administrator <br />SUBJECT: 2018 Goals <br />DATE: January 25, 2018 for the City Council workshop of January 29, 2018 <br />BACKGROUND: <br />Attached to this memo is a copy of the 2017 Goals approved by the City Council last year, as <br />well as the 2018 goals that were discussed in recent weeks by the Parks Commission, Planning <br />Commission, Economic Development Authority and Historical Commission. I'd encourage you <br />to review this information as you prepare the City's goals for 2018. As you know, staff uses the <br />goals developed by the Commissions and City Council to direct our work priorities in addition to <br />our daily work assignments. <br />Also attached are the legislative priorities from Washington County and Metro Cities. Please <br />review them. <br />Prior to the 2017 goals discussion, with encouragement from the Council, staff created a "wish - <br />list," or a list of longer range goals that the city will possibly work on in the future. This several <br />page list was well received by the council with encouragement for staff to complete all of the <br />listed items. We are attaching this list again, unchanged from last year. Many of the items on <br />that list are also in progress. <br />Infrastructure: <br />Pavement management program. In 2016, the city re-evaluated the streets CIP <br />program. Council decided to accelerate the program by dedicating additional funds. In 2017, <br />with a recommendation from the Public Works Director, the council discontinued the city's <br />sealcoating program, and reallocated the previously dedicated levy to the streets CIP for mill and <br />overlay projects. The city uses a rating system for our city streets, which has been used to set <br />priorities for the City's street reconstruction program. Based on this rating system, the Council <br />authorized a feasibility study for reconstruction of Oneka Lake Blvd and Harrow Ave. Later this <br />year, staff will provide the council with updates on the condition of city streets and long term <br />maintenance costs and will ask council to consider approving another street reconstruction <br />project for 2019. <br />Gravel Roads. The Public Works staff has been updating the Council on the condition <br />of the City's gravel roads. Despite prior changes to gravel specifications in 2016, some of the <br />city's gravel roads remain in a condition that is less than ideal. Staff is conducting tests of <br />
