Mandate Statute Comments <br />Financial/Administrative Concerns <br />No -excuse 2038.02 No -excuse absentee voting is projected to increase absentee voting by 50% and, <br />absentee despite equipment improvements, is expected to increase election administrative <br />balloting expenses by more than $50,000. <br />Minutes, <br />357.18, Each of the county elected officials has statutory authority to appeal its budgets. <br />375.12, <br />Financial <br />375.17, <br />Statement, <br />375.169, & <br />Budget <br />279.09, <br />Publication, and etc. <br />Delinquent Tax <br />Notices, etc. <br />Allowing web publication in lieu of newspaper publication of County Board <br />minutes, county financial statements, summary budgets, and delinquent property <br />tax notices, etc. would save money for county taxpayers, while preserving or even <br />enhancing public access to this information. Approximately $15,800 per year. <br />Eliminate Budget <br />357.18, Each of the county elected officials has statutory authority to appeal its budgets. <br />Appeals and <br />Subd. 4; These appeals generally occur after the county levy has been set and require both <br />Independent <br />384.151; the elected official and the county to hire outside counsel. The County Board is <br />Spending <br />385.373; responsible for establishing the county's overall budget and tax levy. When one area of the <br />budget is off limits to reductions, other programs or services and their recipients <br />unfairly bear a disproportionately greater share of any cutbacks when they occur. <br />OR <br />Amend the requirement that a county must budget for library operations in an <br />amount equal to the second or third prior year's level of support to provide that <br />the requirement does not apply to a county if its county library meets state <br />standards for public library service to be established by the Minnesota Department <br />of Education, State Library Services Division. Therefore, the public and elected <br />officials will know that their funding is purchasing a quality service. <br />Subtotal: $65,800 <br />GRAND TOTAL: $8,408,900 <br />
