DRAFT Dec14-17 <br />for review only <br />Emerging Issues <br />The dramatic population increases from the 1990s has brought new energy to the City particularly on the Western boundary along Frenchman <br />Road and Interstate 35. Population growth and the associated housing has been identified as both a strength for the community as well as <br />a source of concern.
