Hugo City Council Meeting Minutes for February 5, 2018 <br />Page 8 of 10 <br />Presentation of TGK Auto Sketch Plan <br />Troy and Alana Kaplan from TGK Automotive were seeking comments on a sketch plan for a <br />13,950 square foot motor vehicle repair business on a three acre parcel formerly known as the <br />"End Zone" site. Planner Rachel Juba explained they would like to expand their business from <br />their existing leased space at 5241 130th Street in Hugo. The subject property is currently vacant <br />and zoned Neighborhood Service (NS). In order for the use to be located on the property, it <br />would need to be rezoned to General Business (C-2). Juba talked about the neighboring property <br />zoning districts and explained what was permitted in each district. She presented the general <br />layout showing the building that would be used for repairing vehicles and the parking lot with an <br />adequate number of spots according to City Code. The Planning Commission and EDA had <br />reviewed the sketch plan, and Rachel shared their comments on limiting the number of cars <br />parked outside, screening, building materials, rooftop equipment, lighting, and buffering from <br />the residential properties. <br />Weidt invited the owner Troy Kaplan to speak. He explained they had been in Hugo for the past <br />eight years and have outgrown the site. There is also a TGK located on Rice Street and they are <br />looking at building their headquarters in Hugo., <br />kk Q <br />k <br />1i <br />Petryk asked about hours and noise. Kaplan responded they use six or soen compressors that <br />can't be heard if doors closed. <br />Miron asked how many employees there would be. Kaplan replied they now employ five and he <br />would bring three from his Rice Street shop and possibly expand to include more technicians. <br />Klein stated that the rezoning made sense, and it would tie in nicely with the Hugo Equipment <br />Company and the vacant parcel. He also commented on the drawings that showed minimal <br />impact to neighboring properties. -0000 ba Hv, <br />Miron said he generally agreed with Klein. He commented on the property being vacant for a <br />long time and appreciated that thought had been given to buffering. <br />Discussion on City Assessor Services <br />Staff had been made aware of City Assessor Dan Raboin's intention to resign after the Local <br />Board of Appeals and Equalization meeting in April. City Administrator Bryan Bear discussed <br />with Council plans for moving forward with the City's assessor needs. He stated the City had <br />been contacted by Chase Peloquin who is with Scandia and Chisago County. He and the Mayor <br />had met with him and talked about terms that would be similar to existing. Bear explained <br />another option was to contract with Washington County; however, Hugo had a long history of <br />using a local assessor, and it has been successful. A county assessor would shift the <br />accountability to the county, and the Council could also eliminate the local board meetings if so <br />desired. <br />Weidt stated he met with Chase, and he seemed like a good fit. He added that the path the City <br />is on allows the City to provide a good service to the residents. <br />Klein agreed stating he felt keeping it local would give the City more control. <br />
