Minutes for the Planning Commission Meeting of Thursday, September 14, 2017 <br />Chair, Kleissler called the meeting to order at 7:01 p.m. <br />PRESENT: Arcand, Kleissler, Lessard, Tjernlund. <br />ABSENT: McRoberts. <br />STAFF: Bryan Bear, City Administrator <br /> Rachel Juba, Planner <br /> Rachel Leitz, Community Development Assistant <br /> <br />Approval of Minutes for the Planning Commission Meeting of August 10, 2017 <br /> <br />Commissioner Arcand made a motion, seconded by Commissioner Tjernlund, to approve minutes for the <br />meeting of August 10, 2017. <br /> <br />All Ayes. Motion carried. <br /> <br />Lakeview Family Dental – 14475 Forest Blvd. N. - Variance <br /> <br />Leitz presented on a variance application for Carrell Properties, LLC to allow a five foot side yard setback, <br />where City ordinance requires ten foot setbacks from all property lines, to construct a new monument sign on <br />the property. Leitz stated the existing monument sign was approved and permitted in 1993 with a side yard <br />setback of three feet. No variance was required at that time. The landscaping around the base of the existing <br />sign encroaches onto the neighboring south property as well as the MnDOT right-of-way. The applicant is <br />proposing to extend the setback to five feet and is proposing to reduce the non-conformity by accommodating <br />all landscaping on their own property. Leitz explained the standards staff uses to review variance requests <br />including reasonable use, unique circumstances, character of the neighborhood, spirit and intent, prohibited use, <br />hazard consideration, and septic and well compliance. Leitz stated that it was in staff’s opinion that the <br />applicant meets all the criteria necessary to approve the variance request and recommended approval of the <br />variance request for a side yard setback of five feet in order to construct the new monument sign. <br />Commissioner Arcand asked if the setback was being increased from the west property line, along TH 61. <br />Leitz stated that the structure will be further back from TH 61, however, the landscaping and illuminated tooth <br />will be about the same distance from the road as the existing sign. <br />Chair Kleissler asked the applicant if they would like to speak. <br />Drew Carrell, applicant, approached the podium. He stated the current sign is five feet from the right-of-way <br />and they will be moving the new sign to approximately seven feet from the right-of-way. <br />Chair Kleissler opened the public hearing at 7:09 p.m. <br /> <br />No one was in the audience. <br /> <br />Chair Kleissler closed the public hearing at 7:10 p.m. <br /> <br />Commissioner Lessard made a motion, Commissioner Arcand seconded, to recommend approval of the <br />variance, subject to the conditions listed in the attached resolutions. <br /> <br />All Ayes. Motion carried. <br />
