Minutes for the Planning Commission Meeting of Thursday, September 22, 2016 <br />Chair, Kleissler called the meeting to order at 7:01 p.m. <br />PRESENT: Kleissler, Lessard, McRoberts, Patzner, Rosenquist. <br />ABSENT: Arcand, Knauss. <br />STAFF: Rachel Juba, Planner <br /> Rachel Leitz, Community Development Assistant <br /> <br />Approval of Minutes for the Planning Commission Meeting of August 25, 2016 <br /> <br />Commissioner Lessard made a motion, seconded by Commissioner Patzner, to approve minutes for the meeting <br />of August 25, 2016. <br /> <br />All Ayes. Motion carried. <br />McRoberts abstained. <br /> <br />Bald Eagle Sportsmen’s Association (BESA) – 6557 125th St. N. – CUP Amendment and Review <br /> <br />Juba presented on a special use permit amendment and a review of the permit for the Bald Eagle Sportsmen’s <br />Association. Juba stated that the SUP amendment request is to allow construction of a 1,008 square foot <br />addition to an existing garage, which would replace two storage containers that are currently used for storage of <br />archery equipment. BESA would like to amend the condition in the existing permit to reference a new site plan, <br />which has the construction of the building addition. Juba then moved onto the SUP review, which is reviewed <br />prior to December 1st of even-numbered years or if the SUP is amended or violated. She stated that staff visited <br />the gun club on September 7, 2016 and is not aware of any violations of the existing permit. She stated that <br />staff finds BESA to be in compliance with the SUP. Juba concluded by stating that staff finds that the request <br />to amend the site plan for an addition to a garage would not substantially change the nature of the use of the <br />property and staff recommends approval of the SUP amendment and permit review. <br />Chair Kleissler invited the applicant to the podium to speak. <br /> <br />David Arcand, President of the Bald Eagle Sportsmen’s Association, approached the podium. He stated that the <br />association is requesting approval of the new building addition because the storage containers currently in use <br />are not very appealing when entering the property. He also stated that there has been an influx of people <br />interested in archery, therefore they have acquired more archery equipment and would like to store the <br />equipment appropriately. <br /> <br />Chair Kleissler opened the public hearing at 7:09 p.m. <br /> <br />John Axelson, 12317 Goodview Avenue, approached the podium. He asked Juba what it meant when she stated <br />that the building setback exceeds the ordinance. <br /> <br />Juba stated that in order to construct a building, there are standards within the ordinance that requires setbacks <br />from property lines. Not only does this building meet those ordinance standards, but it actually exceeds them. <br /> <br />Mr. Axelson stated that with Mr. Arcand’s description of many new members focusing on archery and <br />construction of a building addition, it means that this is a growth plan for the gun club. He stated that he does <br />not want any more growth of the gun club, over and above what they currently have because it impacts him as a <br />land owner. He concluded by stating that he is against any sort of building additions for these reasons. <br />
