As part of the 2040 Comprehensive Plan update, the City has held several <br />meetings with residents, Commissions, and Council to gather feedback and understand community <br />priorities and what has changed since that time. <br />2. March 8' - Planning Commission Meeting <br />The Planning Commission reviewed the Comprehensive Plan and held a public hearing on March 8, <br />2018. Seven people spoke at the public hearing. Two people commented on items that were not <br />related to the Comprehensive Plan document and five people commented on the proposed trail <br />shown going north on Everton Avenue from County Road 8/Frenchman Road. Staff addressed <br />comments from residents about the unrelated items noted in the public hearing. <br />Residents that live on the large lots on Everton Avenue were opposed to a proposed trail shown <br />along Everton Avenue because they felt that there is a lot of activity on the road today and that <br />showing a future trail may invite more people to use the road. The residents stated that there are <br />people walking from the townhomes north of them to Everton Avenue. Staff noted that throughout <br />the process residents have requested more trail connections and more trails in general. This <br />connection is a result of that feedback. Planning Commissioners noted that the road is public and <br />people will continue to walk there regardless of whether or not the proposed trail is shown on the <br />plans. Staff clarified that trails are usually constructed if/when the adjacent properties develop or <br />when streets are reconstructed. As part of a reconstruction project, it is City policy to meet with <br />adjacent residents to discuss the street improvement project, including any planned trails. At that <br />time, the Council would look at the Comprehensive Plan, listen to resident feedback, and make the <br />decision on whether or not to include the trail in a street improvement project. The Commission <br />noted removing the trail from the plan does not eliminate the possibility of the trail being constructed <br />in the future. <br />Planning Commissioners voted 4-2 in favor of recommending approval of the 2040 Comprehensive <br />Plan update. Staff clarified with Commissioners that voted against recommending approval of the <br />Comprehensive Plan that in fact, they were supportive of the 2040 Comprehensive Plan update, but <br />were not in favor of a trail being shown along Everton Avenue north of Frenchman Road. <br />Landform®, SensiblyGreen° and Site to Finish are registered service marks of Landform Professional Services, LLC. <br />
