0 <br />0 <br />Economic Development Plan. The Economic Development plan was updated to reflect current <br />trends and employment in the City. <br />Parks, Trails and Open Space. Staff reorganized this chapter to clarify key concepts, to highlight and <br />strengthen locational criteria for park development in the City, and to evaluate needs for the parks <br />system. Staff also evaluated the Greenway Corridor map based on updates to the Natural <br />Resources map. The most significant plan changes were made in this chapter to help make it more <br />usable for staff, Commissioners, Council and the public. <br />Resiliency Plan. The Resiliency Plan is a new chapter that was added to the 2040 Comprehensive <br />Plan that focuses on disaster preparedness and managing new technologies that may impact city <br />safety and infrastructure. <br />Transportation Plan. This chapter was updated to include policies that emphasize safe street <br />crossings and transportation corridors for all types of users (including people who walk, bike, and <br />drive). Staff also incorporated plans for future improvements and evaluated it to ensure that it was <br />well coordinated with policies in other chapters. <br />Comprehensive Water Supply and Water Distribution Plan. Due to the City's water conservation <br />work over the last ten years, demand for water decreased. Therefore, the projections for water <br />infrastructure needs were evaluated and updated to reflect the revised demand. This resulted in a <br />reduction in the projected number of wells, need for new water storage volumes, and overall <br />demand. <br />Comprehensive Water Resources Management Plan. This chapter was updated to refer to new <br />watershed district rules and incorporate the City's water conservation goals and strategies. <br />Sanitary Sewer Plan. Because water usage is going down due to water reuse and conservation <br />efforts, the need for sanitary sewer infrastructure is projected to decline. Therefore, the sanitary <br />sewer plans waste water flow projections were adjusted to reflect the decline in wastewater. <br />5. Next Steps <br />Council should review and approve the plan for distribution to adjacent cities and agencies. The City <br />will distribute the plan to adjacent communities and agencies for a six-month review period as <br />required. The Metropolitan Council will informally review, but will not approve the Comprehensive <br />Plan until after this review period is complete. After the six-month review is complete, we will <br />formally submit the plan to the Metropolitan Council and they will review for compliance with regional <br />plans and either approve it or recommend changes to bring the plan into compliance with regional <br />plans. <br />After the Comprehensive Plan is adopted, the City will need to begin working on the adopted <br />implementation items, including an update to the Zoning Map and Ordinance to ensure compliance <br />with the Comprehensive Plan. <br />City Council - 2040 Comprehensive Plan Update <br />April 2, 2018 <br />
