6.L1 CITY OF EBT. 1908 To: Hugo City Council From: City Clerk Michele Lindau Special Event Permit Date: April 11, 2018 for Council Meeting on April 16, 2018 Re: Oneka Elementary 5K Color Run on Saturday, May 12, 2018 1. BACKGROUND: Memorandum Oneka Elementary has submitted a Special Event Permit application for approval of a 5K Color Run on Saturday, May 12, 2018. This event requires a Special Event Permit approved by Council because the event is expected to draw approximately 800 runners and will include the use of City trail/sidewalks/streets. 2. DESCRIPTION OF EVENT: A Color Run is a fund-raising event for the Oneka Elementary and Hugo Elementary school. Students and families will get donations and earn rewards for the amount of money raised for participation in the 5K run/walk. This is their fourth annual event, and will be conducted as follows: • Organizers will set up the event between 7-9 a.m. Registration will be from 8:30- 10:00 a.m., and the run will begin at 10 a.m. • The run will take place along Oneka Parkway from the Oneka Elementary School towards CSAH 8 and back. With the number of runners expected, it will be necessary to close Oneka Parkway for the race. All residential areas have an alternate means of accessing their homes except the homes along Farnham Ave, north of Oneka Parkway. A Washington County Deputy will be stationed at that intersection to allow traffic to go across the Parkway on Farnham, allowing vehicles to enter/exit that neighborhood. Another deputy and car will be stationed at the Oneka Parkway/Frenchman Road intersection to prevent vehicles from entering. All other intersections will have adult crossing guards to block traffic and direct runners. The run is expected to last approximately two hours, and the road will be reopened immediately after all runners/walkers return to the school. • Limited parking will be at the front entrance parking lot at Oneka Elementary Participants are instructed to walk to the school if possible. • Color packets will be sprayed on runners at specified locations along the route. • A post -race party will be held in the busing area where there will be event activities and a DJ playing until approximately 1 p.m. • Water and fruit will be available free of charge.
