6.L1 <br />CITY OF <br />EBT. 1908 <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Special Event Permit <br />Date: April 11, 2018 for Council Meeting on April 16, 2018 <br />Re: Oneka Elementary 5K Color Run on Saturday, May 12, 2018 <br />1. BACKGROUND: <br />Memorandum <br />Oneka Elementary has submitted a Special Event Permit application for approval of a 5K <br />Color Run on Saturday, May 12, 2018. This event requires a Special Event Permit <br />approved by Council because the event is expected to draw approximately 800 runners <br />and will include the use of City trail/sidewalks/streets. <br />2. DESCRIPTION OF EVENT: <br />A Color Run is a fund-raising event for the Oneka Elementary and Hugo Elementary <br />school. Students and families will get donations and earn rewards for the amount of <br />money raised for participation in the 5K run/walk. This is their fourth annual event, and <br />will be conducted as follows: <br />• Organizers will set up the event between 7-9 a.m. Registration will be from 8:30- <br />10:00 a.m., and the run will begin at 10 a.m. <br />• The run will take place along Oneka Parkway from the Oneka Elementary School <br />towards CSAH 8 and back. With the number of runners expected, it will be <br />necessary to close Oneka Parkway for the race. All residential areas have an <br />alternate means of accessing their homes except the homes along Farnham Ave, <br />north of Oneka Parkway. A Washington County Deputy will be stationed at that <br />intersection to allow traffic to go across the Parkway on Farnham, allowing <br />vehicles to enter/exit that neighborhood. Another deputy and car will be stationed <br />at the Oneka Parkway/Frenchman Road intersection to prevent vehicles from <br />entering. All other intersections will have adult crossing guards to block traffic <br />and direct runners. The run is expected to last approximately two hours, and the <br />road will be reopened immediately after all runners/walkers return to the school. <br />• Limited parking will be at the front entrance parking lot at Oneka Elementary <br />Participants are instructed to walk to the school if possible. <br />• Color packets will be sprayed on runners at specified locations along the route. <br />• A post -race party will be held in the busing area where there will be event <br />activities and a DJ playing until approximately 1 p.m. <br />• Water and fruit will be available free of charge. <br />
