BACKGROUND: <br />The Blue Heron Bar and Grill, 14725 Victor Hugo Boulevard, has applied for a Special <br />Event Permit for their annual outdoor tent party to be held on Friday, June 22 and <br />Saturday, June 23, 2018. A Special Event Permit approved by Council is necessary <br />because alcohol will be sold outdoors, approximately 500 people are expected to attend, it <br />will extend after dark, and there will be amplified music. <br />This event has been held for the past five years and has improved annually. This year's <br />event will be held same as last year's, which included a new condition to the permit to <br />require the Blue Heron to have two Washington County Deputies present from 10:30 p.m. <br />to 2:30 a.m. The Sheriff's Office received one anonymous complaint last year regarding <br />noise from the event. <br />2. DESCRIPTION OF EVENT: <br />The event will consist of bands playing from 6-8 p.m. and 9-midnight each night. The <br />music will be outdoors in a tent adjacent to the west entrance of the building. Alcohol <br />will be sold and served in the tent area. <br />The event is outlined in detail below. <br />Parking <br />The event tent will occupy a portion of the Blue Heron parking lot. The Blue <br />Heron also has a shared parking agreement with the property to the north occupied <br />by Festival Foods and adjacent businesses in the Victor Gardens North Village <br />shopping center. Blue Heron Assistant General Manager Amy Lindberg will <br />contact the property owner regarding the use of the lot and agreed to leave several <br />rows in front of Festival Foods open during their business hours. Blue Heron will <br />have private security patrolling the parking lot during the event. The Ideal Credit <br />Union and the Health Partners Clinic have also agreed to allow parking in their <br />lots after business hours. A cleanup crew will be in the parking areas between 6-8 <br />a.m. both Saturday and Sunday morning to pick up any litter. <br />
