H.14 ` CITY OF E8T.1908 Special Event Permit - Memorandum To: Hugo City Council From: City Clerk Michele Lindau Date: May 2, 2018 for Council Meeting on May 7, 2018 Re: MS 150 Bike Ride through Hugo on June 10, 2018 1. BACKGROUND: The MS Society has applied for a Special Event Permit for their annual bicycle event. This requires a permit because there will be between 3,500-4,000 riders, and trails and streets in Hugo will be used. 2. DESCRIPTION OF EVENT: The MS 150 is a fundraising event for the National Multiple Sclerosis Society. This event is a two-day ride from Duluth to White Bear Lake to be held on June 9-10, 2018. On second day of the event, riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder of TH61. There are planned rest stops along the route, but none will be in Hugo. Riders are expected to be on the route through Hugo between 10:00 a.m. and 4:30 p.m. MS 150 has contacted the Hugo Fire Department who will be helping with first aid at the Bald Eagle Lake rest stop, and the Washington County Sheriff's Office has been notified. 3. REQUIREMENTS: The applicant has provided the City all the necessary documents including the completed application, permit fee, hold harmless agreement, permits from Washington County for the use of the Hardwood Creek Trail and from MnDOT for the use of the shoulder on TH61, and insurance naming the City as additionally insured. In addition, prior to the event the applicant will secure deputies from the Washington County Sheriff's Office 4. CONCLUSION/RECOMMENDATION: For many years, the MS150 event has passed through Hugo and posed no threat to the health, safety, and welfare of the residents or visitors. Staff recommends Council approve the Special Event Permit as outlined above.
