N.s <br />'� � •CITY OF <br />Special Event Permit - Memorandum <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: May 1, 2018 for Council Meeting on May 7, 2018 <br />Re: Technicolor Run on June 9, 2018 <br />1. BACKGROUND: <br />Children's Performing Arts has submitted a Special Event Permit application for approval <br />of a 5K Color Run on Saturday, June 9, 2018. This event requires a Special Event Permit <br />approved by Council because the event is expected to draw between 150-200 participants <br />and will include the use of City property and trail. <br />2. DESCRIPTION OF EVENT: <br />The Technicolor Run is a fund-raising community event for Children's Performing Arts. <br />The run will be on the Hardwood Creek Trail and begin and end at Lions Park. <br />Registration will take place under the pavilion at the Park, and the race will begin east of <br />the tennis court in the gravel parking lot around 9 a.m. The intersection of Fitzgerald <br />Avenue/Upper 1461h Street will be temporarily closed so runners can safely access the <br />trail on the south side of the City Hall building and enter onto the Hardwood Creek Trail. <br />Adult crossing guards will be at intersections along the trail to direct runners, and there <br />will be color stations along the route where participants are sprayed with a non -toxic <br />water-soluble color. Water will be available along the route for runners and snacks will <br />be available at the finish. <br />This Color Run is being held in conjunction with Hugo Good Neighbor Days, and the <br />applicant has worked closely with the Lions Club on the details of the event. The run is <br />anticipated to be concluded by 10:30, prior to the beginning of the Good Neighbor Days <br />Parade at 11:00 a.m. <br />3. REQUIREMENTS: <br />The applicant has provided the City the completed permit and permit fee. In accordance <br />with this permit, the applicant shall conduct the event as described herein and meet the <br />following conditions: <br />
