PART THREE: General Project/Site Information <br />If this application is related to a delineation approval, exemption determination, jurisdictional determination, or other correspondence <br />submitted prior to this application then describe that here and provide the Corps of Engineers project number. <br />Describe the project that is being proposed, the project purpose and need, and schedule for implementation and completion. The proje <br />description must fully describe the nature and scope of the proposed activity including a description of all project elements that effect <br />aquatic resources (wetland, lake, tributary, etc.) and must also include plans and cross section or profile drawings showing the location, <br />character, and dimensions of all proposed activities and aquatic resource impacts. <br />The applicant (CPDC Pratt Oakwood Ltd.) proposes to construct 176 single-family homes on 120 acres of agricultural lard <br />in the City of Hugo, Minnesota. There would be 0.91 acres of unavoidable wetland impact in wetlands discharging in o <br />Hardwood and Clearwater Creeks. These impacts would consist of access roads (infrastructure), retaining walls a d <br />excavation for stormwater ponds. The proposed project (Oneka Place) would be divided into 4 (four) phases. Phase 1 <br />would commence in May of 2018, with no proposed wetland impacts. Additional phases would start as the demand f r <br />housing increases. No firm timeline is anticipated for future phases of the proposed development but 2021 would be an <br />approximate end date. 1.9 units per acre would be constructed (see drawings). Approximately, 30 acres of the 120 acre si e <br />would be deeded to the City of Hugo for recreational activities including walking/biking trail. <br />The need for the project reflects in the demand for single-family housing in the peripheral suburbs of the City of Hugo. The <br />City has water, sewer and a vast net work of city/county roads the connect to 135-E. This makes the commute <br />(approximately 20 miles) to the Twin Cities metropolitan area, a more favorable opportunity for potential home buyers than <br />Anoka or Chisago Counties. The applicant has owned the parcel since 2003 and has waited until the right economic <br />conditions arose to develop the parcel. Phase 1 would be earmarked for retirees with a slab -on -grade construction . <br />Additional phases would consist of homes with basements. Therefore, based on the locally of the development and tf e <br />need/demand for this type of housing, the applicant believes the purpose and need would meet the buyers perspectives. <br />Consistency with other plans(MN R. 8420.05156 Subp.10.)was demonstrated in th <br />April 23rd, 2018, TEP meeting where the City Planner was also present, and th <br />engineer pointed out future street connections from the SW part of the propose <br />project that would avoid wetland impact as Hugo continues to develop.
