Commissioner Arcand asked about how many trees would be removed. Hempel stated that the majority of <br />the development is on former farm fields and the park area preserves the majority of the trees on the site. <br />Commissioners discussed active and passive park options. Generally, they were looking at it being a passive <br />park but stayed open to active park amenities in the future. There was concern for building trails in the near <br />future to provide a public use to the property. <br />Commissioner Schmid expressed concern for the lack of parking. Discussion included parking on the streets. <br />Commissioner Strub asked about the timing of trail construction and available funding. Public Works Director <br />Anderson stated that a trail could be mowed in the interim until a park for the plan is developed at which <br />time trails could be paved. <br />Hempel stated that the developers could help advertise the park. Commissioner Schmid warned the <br />developer to not imply a playground. <br />Commissioner Strub asked about the possibility of a parking lot off of Farnham Avenue North. There was <br />concern over people parking in the cul-de-sac off of Falcon Avenue North. <br />The Commission discussed the connections near the stormwater ponds and expressed concern about the <br />slope with the trails. <br />Joanne Benick, addressed the Parks Commission. As the owner of two properties to the east of Outlot J she <br />discussed the impacts of Oneka Place on the development options of her property. One of her parcels is <br />zoned residential and the other parcel is zoned industrial. Currently the access to the residential property is <br />the industrial land but if/when she sells this parcel the residential property would be land locked. She <br />inquired about the property adjacent to her (in Outlot J) providing access. <br />Juba stated that a second parcel could be created on Outlot J to create a piece of property that could provide <br />access to the property. Any connection including construction of the road would be built by the property <br />owner to the east. <br />Hempel confirmed the phasing plan and that with phase 2 and 3, the trail connections would be built to the <br />park. <br />The Commission discussed that the developer should pave the trail connections through the areas of the <br />development where they are doing grading work, especially with the trails along the stormwater ponds. <br />Tennyson made a motion, Moore-Arcand seconded to accept Outlot J as proposed for park dedication, to <br />split Outlot J into two lots, and recommend that the developer improve the trail in graded portions of the <br />property with bituminous. <br />All Aye. Motion Carried <br />3. Lions Parr Playground <br />Denaway updated on the complaints received about the playground at Lions Park. A slide is cracked, and the <br />wood structure and curbing is deteriorated. The seasonal inspections of the playground equipment <br />identified some safety concerns.
