To: Mayor and Council <br />From: Chair Cynthia Schoonover, Hugo Historical Commission <br />Date: June 27, 2017 <br />Re: Hopkins School House <br />Memorandum <br />At the Historical Commission meeting on June 19, 2018, the Commission discussed the findings of the <br />formal evaluation of the Hopkins Schoolhouse by NewStudio Architecture of WBL. <br />Oliva Schiffman, the Historical Commission intern at that time, facilitated the application for and the <br />receiving of the Legacy grant which allowed the city to hire NewStudio Architecture to complete the initial <br />study of the building. Olivia's recommendations at that time were to patch the schoolhouse roof and to <br />pursue National Register listing. The Commission agreed with this recommendation and it was presented <br />to the Hugo City Council on June 191h. At that time, the Council accepted the Commission's <br />recommendation to patch the hole in the roof and to pursue listing on the National Register. Council also <br />requested information on what a public-private partnership would look like. <br />The MN State Historic Preservation Office (SHPO) has notified the City that, based on the information <br />from this initial study, the property appears eligible for listing on the National Register of Historical Places. <br />However, it is possible the substantial additional research required to complete the formal nomination <br />may reveal information that renders the property ineligible. <br />We are in the process of closing out the first Legacy grant and will apply for another grant to complete the <br />additional research required in the application for listing. Whether the Hopkins Schoolhouse can be <br />placed on the National Register is unknown at this time. <br />Oneka Roofing, Inc., examined the roof of the Hopkins Schoolhouse and determined it was unable to be <br />repaired. The cost of a new roof was estimated at approximately $15,000. The estimate of the new roof <br />does not take into consideration the restrictions on materials that would occur if it were to be placed on <br />the National Register. <br />The Commission is requesting Council form a committee to make decisions for the schoolhouse and <br />explore the future use of the building. Committee work would include but is not limited to: <br />- the exploration of the public-private partnership <br />- making decisions for the schoolhouse based on the research findings and application outcome <br />- the cleaning out of the schoolhouse <br />- getting bids, hiring of contractors, and overseeing of work performed <br />The Commission suggests the following members for the Committee: <br />Council Member <br />Historical Commission Member <br />Planning Commission Member <br />EDA Member <br />Parks Commission Member <br />Staff <br />Members of the Public (2) <br />The Commission requests Council approve this committee to work on items related to the Hopkins <br />Schoolhouse. <br />
