00 <br />14654 Fitzgerald Avenue North - Hugo, MN 55038 <br />Call to Order <br />Mayor Weidt called the meeting to order at 7:10 p.m. <br />PRESENT: Haas, Klein, Miron, Petryk, Weidt <br />ABSENT: None <br />Minutes <br />HUGO CITY COUNCIL MEETING <br />HUGO CITY HALL <br />MONDAY, JUNE 18, 2018 — 7 P.M. <br />ALSO PRESENT: City Administrator Bryan Bear, City Engineer Mark Erichson, Community <br />Development Director Rachel Juba, and City Clerk Michele Lindau <br />Approval of Minutes for June 4, 2018 City Council Meeting <br />Klein made motion, Petryk seconded, to approve the minutes for the City Council meeting held <br />on June 4, 2018, as presented. <br />All Ayes. Motion carried. <br />Approval of the Agenda <br />Haas made motion, Miron seconded, to approve the agenda as presented. <br />All Ayes. Motion carried. <br />Washington County Sheriffs Office Annual Report— Sheriff Dan Starry <br />Weidt welcomed Sheriff Dan Starry who presented the Washington County Sheriff's Office <br />Annual Report for 2017. Starry talked about the several different positions he has held since he <br />started in 1993, and he introduced Patrol Commander Doug Anschutz, who was in the audience. <br />Starry stated there are a total of 256 dedicated employees in the department, and he provided a list <br />of the eight deputies assigned to Hugo. Haas requested photos of current deputies. Starry said the <br />flat cost for services in 2018 was $1,021,587, which equaled $68.90 per capita. The Council <br />agreed they provided the City a great service at a low cost. <br />Starry provided statistics for 2018 stating Part 1 Crimes went down, except for arson with one <br />incident last year. Part 2 Crimes, quality of life crimes, generally remained the same except for <br />non-violent family crimes, which are mainly calls to homes for families involving children. This <br />is expected to grow as the population grows. The number of accident cases was similar with <br />other years, with the exception of one fatality in 2017. Starry stated he was working on a task <br />force for distracted driving, and a new record system began in May that will allow the department <br />to provide more detailed statistics in the future. <br />Starry talked about methamphetamines being a big concern and Minnesota being the hub for drug <br />trafficking. The County's Drug Takeback Program has received nearly 39,000 pounds. Financial <br />scams and mental health issues are a concern. The department is working on making sure <br />services match the aging population and using community engagement to interact with residents. <br />
