THE PRESERVE ON SUNSET LAKE <br />CONCEPT NARRATIVE <br />Page 2 of 4 <br />C) PROPOSED SUBDIVISION DESCRIPTION: <br />Located next to Sunset Lake, the Wlaschin Family has decided to sell their land which Cheldon <br />Frank, a City of Hugo resident is the buyer and is moving forward to subdivide the 136 acre <br />property. <br />The project as proposed is an open space concept utilizing a 5 acre minimum lot size. The <br />overall density would remain as 10 acres, netting 13 lots for the subdivision. The open space <br />concept will allow us to preserve 23.4 acres of open space area and an additional 1.20 acres is <br />proposed to be donated to the City as an extension of their current park parcel that is owned <br />on Sunset Lake. The 24.6 total acres of open space equates to roughly 18.2% of the total area <br />of the parcel to be subdivided and will offer trails for the residents for walking and horseback <br />riding if desired. The open space has been designed to preserve the high valued natural <br />wetland resource, while allowing homes to be built on the existing farm fields of which would <br />remain relatively untouched except for where the roadway needs to be constructed. <br />Prior to subdividing the parcel, we propose to split off a one acre parcel to be given to the <br />family member on the northern portion of the lot, which will except them out of the final <br />subdivision and association. <br />With the proposed donation of land for the City Park expansion and the design of the project <br />which allows for the preservation of the high value wetland on the site meets with the intent of <br />the PUD ordinance allow for a lot size variation from the rural residential 10 acre standard lot <br />size. The design also utilizes existing road access and a cul de sac design to reduce the overall <br />impervious cover and subsequent impacts to the water resources. <br />During the Park Board Meeting that we presented at on June 20t'', we learned that the City had <br />taken a census of the city to learn what was needed in the City concerning parks, etc. and the <br />census indicated that lake access was a definite need. We subsequently revised the plan slightly <br />to allow for additional land to be added to the existing park land to provide for adequate room <br />for a small off road parking area for canoe and kayak access to Sunset Lake. This access will <br />also provide for winter access for ice fishing which the Park Board had indicated was also a <br />request by the residents. <br />Any disturbed area on site will be planted with either a native seed mix appropriate for the <br />location or a fescue mix for lot areas. Minimal grading is planned for the project with grading <br />
