Recommend <br />approval of the submittal of the pre -development grant application <br />DATE: May 17, 2018, for the City Council Meeting of May 17, 2018 <br />2. BACKGROUND: <br />Staff has discussed with various Commissions and the City Council about development of the <br />properties located around 1651h Street and Highway 61. These properties are guided as residential <br />and industrial in the Comprehensive Plan. Staff has received inquiries from property owners in <br />this area about how/when these properties will be served by municipal sewer and water. The <br />2030 Comprehensive Plan shows the properties being served with sanitary sewer along 1651h <br />Street and served by water from the south. The property owners have stated that it is difficult to <br />develop the properties without municipal sewer and water. Staff understands the difficulty on <br />serving the property with municipal sewer and water. This grant application would allow the City <br />to evaluate the existing sewer and water plan and possible alternatives to serving the properties. <br />This would include a cost analysis to help determine the feasibility of developing these <br />properties. <br />Washington County CDA recently provided an opportunity to apply for Pre -development Grants, <br />to cities, townships and local government development authorities located in Washington <br />County. These funds are intended to: 1) increase the availability of shovel ready properties in the <br />county; 2) provide opportunities for our existing businesses to stay and grow here in Washington <br />County; 3) spur new business development and job opportunities in the County; 4) provide <br />opportunities for business diversity; 5) increased commercial and industrial market values within <br />Washington County, and 6) assist with removing blighted properties. <br />The grant will allow the City to evaluate the following: <br />• Preliminary Concept for which the trunk infrastructure may be extended <br />• Preliminary wetland investigation <br />• Preliminary grading/stormwater evaluation with trunk stormwater pond evaluation <br />
