Houston Enc iEPr:np Inc. <br />To: Phil Belfiori <br />Rice Creek Watershed District <br />Cc: Catherine Nester, RCWD <br />rom: Timothy Erickson P.E. <br />Houston Engineering, Inc. <br />Through: Chris Otterness P.E. <br />Subect: RCWD/BCWD's 2018 Legal Boundary Update: List of Impacted Parcels in the City of <br />Hugo. <br />Date: July 17, 2018 <br />Project #: R155555-0250 <br />The purpose of this technical memorandum is to summarize proposed changes to the Rice Creek Watershed <br />District's (RCWD) legal boundaries with Brown's Creek Watershed District (BCWD) in the City of Hugo. These <br />proposed changes are based on the hydrologic boundary and described in an April 91 2018 technical <br />memorandum drafted by Houston Engineering, Inc., comments from Brown's Creek Watershed District <br />(BCWD) detailed in a February 25th, 2016 memorandum drafted by Emmons and Olivier Resources, Inc (EOR), <br />and an October 2nd, 2015 memorandum titled Boundary Review in Washington County prepared by Houston <br />Engineering, Inc (HEI). Any parcels along the hydrologic boundaries with >50% area within a district were <br />assigned to the respective district. The attached mapbook identifies the parcels that are recommended to <br />change districts, per the revised hydrologic boundary. Once the parcels have been assigned to the appropriate <br />district, the proposed legal district boundary was revised to aid discussions between districts and in petitioning of <br />BWSR for alteration of the legal boundary. This memorandum identifies the parcels in the City of Hugo <br />proposed to change districts. <br />B(J ,, NS 10 <br />Lists of the affected parcels along the boundary between the RCWD and BCWD in the City of Hugo are given in <br />the below tables: Table 1 provides al list of parcels recommended to be reassigned from the RCWD to the <br />BCWD and Table 2 provides a list of parcels to be reassigned from the BCWD to the RCWD. Each table <br />includes a map identification number corresponding to the parcel in the mapbook, the parcel number, and <br />mapbook page(s) containing the parcel. In the City of Hugo, a total of 17 parcels are recommended to be <br />reassigned from RCWD to the BCWD, and 21 parcels from the BCWD to the RCWD. <br />I = 6901 EAST FISH LAKE RD, STE 1401 MAPLE GROVE, MN 55369 �� <br />
