Solar Farm IUP <br />Page 2 <br />The Council agreed that there could be some revisions to the plan and conditions of the IUP in <br />regards to landscaping and larger setbacks to reduce the impacts on the surrounding property. They <br />provided direction to staff to revise the IUP to include revisions to the permit as discussed by the <br />City Council. The Council asked staff to bring the revisions back to the City Council at its next <br />meeting. <br />Staff has updated the 1UP per the discussion by the City Council. Staff included the following: <br />• More frequent reviews of the IUP <br />• All trees shall be at least 8 feet tall when planted. <br />• Landscaping shall be setback at least 30 feet from the west property line. <br />• A landscape maintenance plan shall be reviewed and approved by City staff. <br />o The plan shall include watering of the trees to ensure they survive. <br />o The plan shall include regular maintenance of the property. <br />• The solar farm shall be adequately screened from public right-of-way and adjacent <br />properties. <br />• The fence shall be a black vinyl coated chain link fence <br />• Should be decommissioning escrow account contain insufficient funds to complete <br />the decommissioning, the remaining balance shall be assess against the property as <br />a property tax. <br />Staff did not include a condition to extend the access driveway along the west property line. Staff <br />has talked with the Fire Department about this and they stated that the driveway as shown on the <br />plans is sufficient to respond and fight a fire on the property. <br />The applicant has not provided a revised site plan/landscape plan to date. However, a revised <br />landscape plan is required to be reviewed and approved by staff as a condition in the IUP. <br />2. UPDATE ON PLANNING COMMISSION MEEINGS: <br />A. Planning Commission Meeting Thursday, July 26, 2018 <br />At its meeting on Thursday, July 26, 2018, the Planning Commission held a public hearing and <br />considered the applicants request. It was in staff s opinion that the applicant provided the items <br />requested by the Planning Commission. There were nine people that spoke during the public <br />hearing, including the applicants representative. <br />There were comments and concerns that were made from several of the residents. Following <br />describes the comments and concerns: <br />1. Concerns from a resident about wind ratings of the solar panels and them blowing on to <br />other properties during a severe storm event. <br />a. The applicant stated that the panels would be designed and installed per building <br />code requirements. <br />2. Concerns that the property would become a dumping ground and a suggestion of a gate at <br />the main entrance was stated. <br />a. The applicant stated that the plans would be revised to include a gate. <br />2 <br />
