BACKGROUND: <br /> <br />The purpose of this report is to propose the use of alternate members on the Parks, Recreation, and <br />Open Space Commission. Within the Parks Commission, a quorum of at least four commission <br />members is required to allow the commission to make important decisions. Through the use of <br />alternate commission members, this commission can achieve a quorum even when sitting members <br />are absent. At their August 6, 2018 meeting, the City Council discussed the use of alternate <br />members on all Hugo commissions, including the Parks Commission. <br /> <br />2. COMMISSION ORGANIZATION: <br /> <br />The Parks Commission is to consist of seven commission members elected to serve the listed <br />duties required within each commission. All commissioners must be eligible to vote and be <br />residents within the City of Hugo. <br /> <br />The Parks Commission meets every third Wednesday of the month and gives recommendations <br />to the City Council in relation to the City’s recreational areas and open space. These <br />recommendations include the development, maintenance and operation of recreational spaces. <br />All members are appointed by the Mayor with approval by the City Council and serve a <br />staggered three-year term. <br /> <br />3. ALTERNATE PARKS COMMISSION MEMBERS: <br /> <br />It is acknowledged that commission members are volunteers and may be absent from time to <br />time due to various reasons. However, the commission must still be able to perform its duties <br />without being hindered by the absence of a sitting member. This can be made possible through <br />the use of alternate commission members.
