Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of May 16, 2018 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from March 21, 2018 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of March 21, 2018. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Oneka Place Park Dedication Proposal <br />CPDC Pratt Oakwood is requesting approval of a Preliminary Plat and Planned Unit Development (PUD) for a <br />residential development. The preliminary plat includes 177 single family residential lots and 10 outlots to be <br />known as "Oneka Place". The properties are generally located north of Oneka Parkway and 159th Street. The <br />plan shows stormwater ponding areas, a passive park, sidewalk and trail connections, and road connections. <br />The developer is proposing to dedicate the 43 acre "Outlot J" with the development to satisfy park <br />dedication. With 20.9 acres of Outlot J being buildable the park land dedication of 9 acres is exceeded. Staff <br />recommends that the Parks Commission approve the park dedication proposal and provide direction on the <br />greenways, trails, and sidewalks. <br />THE STAFF MEMO AND PARK DEDICATION PROPOSAL ARE ATTACHED. <br />Lions Park Update <br />Staff and members of the City Council have been receiving complaints about the playground at Lions Park. <br />Also, upon seasonal inspection of the Lions Park playground, a few components were identified that posed <br />safety concerns. One of the slides was significantly cracked. There are wooded foot boards that are <br />disintegrating. The net structures are aging rapidly. <br />Remedies to the immediate safety concerns were made. However, it is estimated that the playground has <br />less than a year of safe use left. The structure is primarily wooden and it does not look like it would be <br />economical or efficient to continue to make the repairs that are anticipated. The Parks Commission has a few <br />options to consider: <br />• The play structures and soft surfacing could be removed and grass planted in its footprint. <br />The structure could be replaced with a new playground in its current location. Concrete curbing <br />would need to be installed as a boundary for the soft surface material as the wooden border is no <br />long functional. The estimated cost of this is $70,000-$90,000. <br />The playground could be removed and a new play structure could be installed somewhere within the <br />park.
