Hazard mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. It <br />is most effective when implemented under a comprehensive, long-term mitigation plan. Mitigation <br />plans are key to breaking the cycle of disaster damage, reconstruction, and repeated damage. <br />Washington County Sheriffs Office Emergency Management staff has completed the most recent <br />update to the Washington County All Hazard Mitigation Plan. The plan update process engaged <br />representatives from cities and townships in hazard mitigation planning to identify risks and <br />vulnerabilities associated with natural and manmade disasters and develop long-term strategies for <br />protecting people and property from future hazard events. <br />After making the required updates to the Washington County All Hazard Mitigation Plan over the past <br />two years, the plan was submitted to Minnesota Homeland Security and Emergency Management and <br />then FEMA for approval. Both agencies reviewed the plan and approved it with no changes required. <br />The last step in the plan update process is the approval locally by the county board and local City <br />Councils and Town Boards by resolution, which is what is being requested today. <br />Please note that to receive any of the funding sources described in more detail below, your local <br />jurisdiction must have submitted a signed resolution to the county for submittal to the State and FEMA. <br />A FEMA-approved hazard mitigation plan is a condition for receiving certain types of non -emergency <br />disaster assistance, including funding for mitigation projects. <br />More information on funding sources tied to the Washington County All Hazard Mitigation Plan. <br />1. Hazard Mitigation Grant Program (HMGP) —The HMGP provides grants to States and local <br />governments to implement long-term hazard mitigation measures after a major disaster <br />declaration occurs in Minnesota. The purpose of the program is to reduce the loss of life and <br />property due to natural disasters and to enable mitigation measures to be implemented during <br />the immediate recovery from a disaster. <br />HMGP funds may be used to fund projects that will reduce or eliminate the losses from future <br />disasters. Projects must provide a long-term solution to a problem, for example, elevation of a <br />home to reduce the risk of flood damages as opposed to buying sandbags and pumps to fight <br />the flood. Funds may be used to protect either public or private property or to purchase <br />property that has been subjected to, or is in danger of, repetitive damage. <br />HMGP funding may be used to acquire disaster prone property to create a buffer against future <br />disasters, construct new facilities, or even nonstructural measures such as development of <br />floodplain management regulations. <br />https://www.fema.gov/hazard-mitigation-grant-program <br />Pre -Disaster Mitigation (PDM) Program - The Pre -Disaster Mitigation (PDM) program provides <br />technical and financial assistance to States and local governments for cost-effective pre -disaster <br />hazard mitigation activities that complement a comprehensive mitigation program, and reduce <br />injuries, loss of life and damage and destruction of property. <br />
