The Preserve on Sunset Lake <br />Page 2 <br />3. PARKS, RECREATION AND OPEN SPACE COMMISSION REVIEW <br />The Parks, Recreation and Open Space Commission reviewed this item at their October <br />17t" meeting. There was discussion about the value of the outlot proposed to be <br />dedicated to the City. Staff noted that earlier that day, the applicant submitted an email <br />with a suggested land valuation and a request that no cash be required, but staff did not <br />have time to review the materials before the meeting. <br />The Commission discussed the options and voted unanimously to recommend that the <br />City accept Outlot B to satisfy a portion of the park dedication requirements for this PUD <br />and take the remaining park dedication in cash. The Commission recommended that the <br />City Council consider the land valuation based on an appraisal report from a source <br />acceptable to both the City and the applicant. The Commission recommended that staff <br />and the developer work to gather this information prior to the City Council meeting. <br />Following the meeting, the applicant and his appraiser met with City staff to discuss the <br />park dedication requirements and the appraisal requirements. The applicant chose to <br />provide the land and cash dedication originally recommended by the Parks Planner <br />rather than pursue the appraisal. The resolutions reflect this change. <br />4. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The surrounding properties are outside of the MUSA and are zoned rural residential and <br />consist of single family homes on large lots. Sunset Lake is located northeast of the site. <br />B. Natural Site Characteristics <br />The majority of the site consists of gently sloping uplands that has been previously <br />farmed. The site consists of one large high -quality wetland on the east side, adjacent to <br />Sunset Lake, and two smaller wetlands located on the southeast corner and eastern <br />edge of the site. A small portion of the site is located on the eastern side of 125th Street <br />with frontage along the southwest portion of Sunset Lake. The site contains significant <br />variation in elevation, with portions of the site significantly higher than the water <br />elevation of the lake. There is an existing single family home on the eastern side will be <br />incorporated into the development. <br />A portion of the property is located within the floodplain district. The floodplain is located <br />entirely in the open space and is classified as Zone A special flood hazard area by <br />FEMA. Zone A floodplains do not have an established base flood elevation. No <br />improvements are shown in this area. <br />The adjacent Sunset Lake is a DNR protected water body. The shoreland overlay <br />boundary extends 1,000 feet from the ordinary high water level of the lake. There are <br />some lots along the east side of the proposed road that are within the boundary. <br />C. Background <br />In 2006, a request from Benchmark Properties for a Rural Preservation Program <br />Preliminary Plat was approved for "Sunset Shores" consisting of 39 single family homes <br />
