In the case of drainage swales, routine maintenance <br />includes the removal of obstructions from the swale as necessary to maintain proper drainage in <br />addition to the aforementioned items. The City shall be responsible for non -routine maintenance of <br />storm water ponds within the easements, including pond dredging, maintenance of the storm water <br />inlet(s) and outlet(s) pipes, and erosion control at outlet and inlet locations. Such maintenance shall <br />be completed as deemed necessary by the City. <br />12. Wetland Signage: Permanent signage shall be placed along wetland edges as <br />outlined in the Cities General Specification and Standard Details Manual or approved equal by the <br />City. <br />13. Lowest Floor Elevations. All minimum floor elevations shall comply with Section <br />90-138 of the Hugo Zoning Ordinance, the City's Comprehensive Stormwater Management Plan, or <br />the approved Grading Plan, whichever is more restrictive. Except as may be specifically allowed <br />under Exhibit A, no building shall be constructed on any of the lots herein unless the lowest floor <br />elevation is at least three (3) feet above the 100-year flood elevation or four (4) feet above the high <br />groundwater elevation, whichever is greater, for the subject property. Additionally, the lowest floor <br />elevation shall be specifically referenced and designated, for each lot, on a certificate of survey, which <br />survey shall be provided to the City before any building permits are issued for any lots within the Plat. <br />14. Landscaping. All disturbed areas within the plat shall be landscaped in accordance <br />with the approved landscape plans, the City's Landscape Ordinance, and the City's Specification <br />Book. All landscaping shall be complete, established and growing within sixty (60) days of issuance <br />of a Certificate of Occupancy, except that, if the Certificate of Occupancy is issued between the dates <br />of October 1 and May 1, then the landscaping required herein shall be complete, established and <br />growing no later than July 1. All front yards, side yards and back yards shall be fully sodded. Except <br />as required otherwise, back yards need only be sodded to a minimum depth of ten (10) feet directly <br />behind the principal building with the remainder to be seeded. Lawn areas shall be established with <br />turf consisting of a mix containing at least two-thirds improved and elite type Kentucky bluegrass <br />varieties, or as otherwise specified on approved landscape plans. All seeded areas shall be seeded at <br />an application rate as recommended by the supplier of the seed. All landscaped areas shall be tilled <br />in order to loosen compacted soils and shall contain at least four (4) inches of black dirt containing <br />no more than 35% sand. Unless specific arrangements are made and agreed to by the City, all <br />landscaping installed within the plat shall be maintained by the developer and its successors. <br />All areas, other than proposed street areas, disturbed by grading activities on the site shall be <br />seeded. Seeding shall be immediate upon completion of grading activities or as directed by the City <br />Engineer. Seeding shall be completed as follows: <br />a) All areas shall be restored with a minimum of four (4) inches of adequate <br />topsoil prior to seeding. <br />The Preserve on Sunset Lake <br />7 <br />
