Hugo City Council Meeting Minutes for October 15, 2018 <br />Page 5 of 7 <br /> <br />Commissions. At that time, there was discussion on appointing alternates, and staff was directed <br />to work on changes to the ordinance and the bylaws to allow for this. Earlier this evening, <br />Council approved those changes. Staff recommended alternate appointees to the Planning <br />Commission and the EDA. <br /> <br />Miron made motion, Klein seconded, to approve the appointment of Maria Mulvihill as an <br />alternate Planning Commission member, and Jennifer Wilson as an alternate member on the <br />Economic Development Authority. <br /> <br />All Ayes. Motion carried. <br /> <br />Clearwater Creek Preserve Update <br /> <br />Parks Planner Shayla Denaway provided background on the proposed improvements to the <br />Clearwater Creek Preserve. The park consists of approximately 100 acres and is located off <br />Fable Hill Circle North and a future extension of 140th Street North. At their meeting on <br />February 21, 2018, the Parks Commission had discussion on an Active Living Grant from the <br />Statewide Health Improvement Program through Washington County. The City received $15,000 <br />to master plan Clearwater Creek Preserve, in particular to enhance community engagement. This <br />spring, the site was evaluated and the wetlands were delineated. An open house was held on June <br />26, 2018, to gather input from residents on the future of the park. An online forum and survey <br />was also available. At the Parks Commission meeting of August 15, 2018, three concept plans <br />were presented for further discussion. A preferred concept plan had been drafted incorporating <br />all of the input received on Clearwater Creek Preserve. The Parks Commission reviewed the <br />plan at their September 19, 2018, meeting, and recommended approval of the plan as presented. <br /> <br />Candace Amberg, Sr. Landscape Architect with WSB & Associates, presented the preferred <br />concept plan to the City Council showing the current trail with improvements including <br />boardwalks and culverts. A planned trail along 140th street would connect to the park system, <br />and the land on the east side of the creek showed trails with some upland that could possibly hold <br />an additional parking lot. There were a multitude of trail accesses and loops with seating areas. <br />Horses and dog are allowed in the park off leash, and no changes to the current hunting policies <br />were proposed but could be in the future. <br /> <br />Council talked about the businesses in the area that would bring potential users to the park. <br />There was discussion on the cost, and Candice explained how the plan was divided into four <br />areas and the associated costs in each, saying they could be done in any order. <br /> <br />Petryk made motion, Klein seconded, to approve the Master Plan for Clearwater Creek Preserve. <br /> <br />All Ayes. Motion carried. <br /> <br />Approve Authorization to Sign Stipulation for Contested Case Hearings on DNR <br />Amendments to Water Appropriations Permits <br /> <br />City Administrator Bryan Bear talked about the appeal the City made regarding several <br />amendments by the DNR to the City’s Appropriations Permit. Amendments had been made as a <br />result of the White Bear Lake Court Order. The Attorney General’s office had contacted the City <br />Attorney regarding a draft order that would consider a stay in the proceedings.
