Minutes <br /> Parks, Recreation, and Open Space Commission <br /> Meeting of October 17, 2018 <br /> Hugo City Hall, 7:00 pm <br /> Present: Roger Clarke, Shawn Haag,Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Ranell <br /> Tennyson <br /> Staff Present: Scott Anderson, Public Works Director <br /> Kendra Lindahl,City Planner <br /> Shayla Denaway, Parks Planner <br /> Strub called the meeting to order at 7:00 pm. <br /> 1. of Mir-)Utes frond the September 19, 2018 Meetin <br /> Tennyson made a motion, Moore-Arcand seconded to approve the minutes of the September 19, 2018 Parks <br /> Commission meeting. <br /> Ayes: Haag, Clarke, Moore—Arcand, Rauschendorfer,Schmid <br /> Abstained: Strub <br /> Motion carried. <br /> 2. The Preserve on Sunset Lake <br /> Parks Planner Shayla Denaway presented a report on a Preliminary Plat and Planned Unit Development(PUD) <br /> that includes 13 single family residential lots and 3 outlots to be known as "The Preserve on Sunset Lake. The <br /> properties to be used total 136.7 acres. Cheldon Frank proposed to dedicate .93 acres adjacent to the city <br /> owned property on Sunset Lake for park dedication. The remaining park dedication fee was $28,704 to fully <br /> satisfy park dedication requirements. Frank requested that the fee be waived. Staff recommended that the <br /> Parks Commission require the full land and fee dedication be made. <br /> The Parks Commission discussed the development proposal and asked questions to the developer Cheldon <br /> Frank. <br /> Strub asked about Outlot A,the association-owned open space, specifically how the general public would be <br /> kept from using it. Frank discussed that the property would be accessed off of the end of the cul-de-sac and <br /> be largely out of view.
