Minutes for the Planning Commission Meeting of Thursday, April 12, 2018 <br />Commissioner Arcand called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Derr, Luchsinger, Tjernlund. <br />ABSENT: Kleissler, Lessard. <br />STAFF: Rachel Juba, Planner <br />Rachel Leitz, Community Development Assistant <br />Approval of Minutes for the Planning Commission Meeting of March 8, 2018 <br />Commissioner Tjernlund made a motion, seconded by Commissioner Luchsinger, to approve minutes for the <br />meeting of March 8, 2018. <br />All Ayes. Motion carried. <br />Weston Estates Preliminary Plat & Final Plat <br />Leitz described that applicant is seeking approval of a preliminary plat and final plat for a site generally located <br />east of TH 61 and south of 165th Street N. to allow for the alteration of ten parcels to become four parcels. The <br />applicant is not proposing development of the property, but the modification to move property lines and <br />combine parcels within this area to reduce non -conformities and the number of total parcels. Leitz described <br />the existing parcels and how they do not meet all of the lot size or setback requirements of the Future Urban <br />Service (FUS) zoning district. She stated the proposed plat reduces the non -conformities of each property and it <br />was in staff's opinion that the proposed plat is more in conformity with the FUS zoning district standards than <br />existing conditions. Leitz then further discussed streets/access, drainage/grading, wetlands/floodplain, utilities, <br />and park dedication. She stated that at the time of development, those items would have to be further analyzed. <br />Leitz concluded by saying that is in staff's opinion that the proposed plat is reducing existing non -conformities <br />and is a good way to attain greater compliance of the FUS zoning district standards. Staff recommended the <br />Planning Commission open the public hearing to hear public comment and staff recommended approval of the <br />preliminary and final plat with the conditions listed in the resolution. <br />Commission Arcand opened the public hearing at 7:18 pm. <br />Doug Halver, 3701 St. Regis Drive White Bear Lake, approached the podium. He inquired as to the right-of- <br />way dedication and future dedication needs on highway 61. <br />Juba stated that the proposed plat dedicated the current right-of-way needs for highway 61, but at the time of <br />development, the City will request an additional 39 feet of right-of-way for the future expansion of the highway. <br />Rick Mallinger, 5816 165th Street, approached the podium. He inquired as to when city utilities are planned to <br />be installed on 165th Street and also asked about further information on the medium density residential <br />classification. <br />Juba stated that city utilities are generally installed at the time of development so there is no exact timeline for <br />the installation of utilities. Juba then described that the land use plan is what the future of the City looks like <br />and stated that at the time utilities are provided, a medium density property could be developed at 3-6 units per <br />acre. <br />Commission Arcand closed the public hearing at 7:24 pm. <br />
