The Preserve on Sunset Lake- Sketch Plan <br />Page 6 <br />At this time, Staff does not think that the city park property would be suitable for a boat launch <br />because of the parking that would be needed. Staff does think that with an expansion, a City <br />park could offer a fishing pier, walk-in canoe access, or such features. A small parking lot could <br />be constructed with a park expansion to accommodate that level of use. Not all residents within <br />walking distance of the City park property currently have lake access. Staff also recommended <br />that Outlot A remain HOA owned and maintained. <br />Staff has discussed with the developer a trail on the south side of 125th Street North. City -owned <br />trails are shown in the trails plan along 125th Street North and CSAH 7 which is also named Illies <br />Avenue North and 120th Street. There are no existing trails in this area. To the south, neither the <br />City of Grant nor Washington County show a future trail on County Road 7 in their trail plans. <br />Staff has recommended a trail to be constructed along 125th Street to provide access to the future <br />park from the proposed development and existing neighborhoods. <br />The Parks Commission provided comments to the applicant on the proposal. The Parks <br />Commission stated that they would accept the outlot adjacent to Sunset Lake for park dedication <br />and expansion of an existing City park property. Further, the remainder of the required dedication <br />would be dedicated in fee. They agreed that Outlot A should remain HOA owned and maintained <br />as proposed by the applicant. They also suggested the applicant provide a trail along the south <br />side of 125th Street per the trails plan. <br />Landscaping <br />A landscape plan has not been submitted at this time and the applicant has not indicated whether <br />there will be a landscape theme for the development. The development will need to provide two <br />overstory trees per front yard of each residential lot. Staff recommends that the applicant provide <br />additional landscaping along the perimeter of the site to provide buffers from the roadways. Staff <br />also recommends that the maintenance plan for the HOA owned open space include planting and <br />seeding details. <br />5. CONCLUSION/RECOMMENDATION: <br />Staff recommends that the Planning Commission review and discuss the sketch plan and provide <br />the applicant with informal comments. <br />Any opinions or comments provided to the applicant by the Planning Commission are considered <br />advisory only and shall not constitute a binding decision on the request. <br />ATTACHMENTS: <br />1.
