Application Process <br />The applicant is requesting sketch plan comments prior to a formal approval. The next steps for <br />the application would be to submit a request for approval of the following applications: <br />1. Site Plan <br />2. Conditional use permit (CUP) <br />3. Final plat <br />B. Comprehensive Plan <br />Hugo's comprehensive plan includes a focus to promote the development of low to moderate <br />income housing for city residents. This plan is intended to maximize the city's ability to develop <br />affordable and life cycle housing to promote efficient and well -integrated development. <br />Land Use <br />The property is guided Medium Density Residential (MD) in the 2030 Land Use Plan. Within the <br />MD Land Use, the standard density is between six and ten units per acre. The shown buildable <br />acreage of the site is 4.6 acres. With 45 units planned, there will be 9.78 units per acre. This site <br />plan meets zoning density requirements and could help fulfill the city's goals of providing <br />residents with affordable housing options. In addition, 12 units per acre is allowed with a <br />Planned Unit Development (PUD). <br />C. Current Zoning <br />The site is zoned Medium Density Multifamily Residential (R-5). The R-5 zoning district <br />includes a number of permitted, accessory, and conditional uses. This zoning district is intended <br />to provide a life -cycle housing by offering an alternative to single-family detached housing. <br />Apartment buildings are classified as a conditional use under the City's R-5 zoning regulations, <br />therefore a CUP will be required. <br />D. Multifamily Building and Site Design Guidelines <br />In 2005, the City adopted Multi -family Design Guidelines. The intent of the guidelines is to <br />articulate the vision of the City to ensure high quality multi -family units are constructed. These <br />guidelines are to be utilized with the existing 2030 Comprehensive Plan and City Zoning Code. <br />The applicant has only provided the building elevations for the front of the building facing south. <br />The elevations illustrate the building having windows of various shapes and sizes. Window <br />shutters are highly encouraged. The elevations show the building having breaks in its fagade and <br />
