The City Council of the City of Hugo does hereby amend Chapter 2- ADMINISTRATION, Article V- BOARDS AND COMMISSIONS, Division 3 -PARKS, RECREATION, AND OPEN SPACE COMMISSION, SEC- TION 2-197 — ORGANIZATION AND MEMBERSHIP to read as follows: (C) One alternate member shall be appointed by the Mayor and ap- proved the City Council. In the event of an absence of a regular com- mission member, the alternate member shall temporarily fill the seat of the absent member and exercise all powers of the regular mem- ber. An alternate member shall be appointed to a three-year tens and is -subject to the same membership requirements as a regular member. An alternate member is expeothlid.to attend all meetings and be prepared to participate and -vote when necessary. Section 5. Severability.
