MINUTES FOR THE EDA MEETING OF JANUARY 16, 2018 <br />Weidt called the meeting to order at 5:03 pm. <br />PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, Weidt <br />ABSENT: None. <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Planner <br />Rachel Leitz, Community Development Assistant <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF DECEMBER 19, 2017 <br />Klein made a motion, Petty seconded, to approve minutes for the EDA meeting of December 19, 2017. <br />All Ayes. Motion carried. <br />TGK AUTOMOTIVE CONCEPT PLAN <br />Juba introduced the concept plan submitted by TGK Automotive for a 13,950 square foot motor vehicle repair <br />business on a 3 acre property formerly known as the "End Zone" site. They would like to expand their business <br />from their existing leased space at 5241 130th Street in Hugo. The subject property is currently vacant and <br />zoned Neighborhood Service (NS). In order for the use to be located on the property it would need to be <br />rezoned to General Business (C-2). Juba stated that the applicant would like feedback from the EDA on the <br />site plan, architecture, and rezoning of the property. <br />The EDA was generally comfortable with the site layout, architecture, and rezoning of the property. They <br />talked about the importance of a transition and buffer to the residential properties to the east. The EDA <br />recognized that the proposal was a rough sketch plan and expressed their excitement in seeing how the project <br />progressed with a formal submittal. The EDA encouraged the applicant to move forward and is thrilled to see <br />another Hugo business succeeding and expanding within the City. <br />DISCUSSION WITH KATIE RIOPEL ON HUGO ECONOMIC DEVELOPMENT <br />Juba introduced Katie Riopel, whom recently wrote a "Letter to the Editor" in the Citizen newspaper. The <br />EDA requested staff invite Mrs. Riopel in to discuss the letter. <br />Mrs. Riopel stated that she wrote the letter to spark some ideas amongst the community and get people <br />interested in economic development within the City. She stated that she believed an answer to get more new <br />businesses to locate here could be responded to by people within Hugo. <br />The EDA updated Mrs. Riopel on their thoughts behind economic development within the City and described <br />the work they have put into marketing the City for new business. The EDA described what they heard from <br />professionals at the Urban Land Institute (ULI) panel held this past summer regarding future economic <br />development within the City. The EDA stated that they will continue to be business friendly and meet with <br />developers interested in locating within the City. <br />DISCUSSION ON 2018 EDA GOALS <br />Juba discussed the accomplishments of the EDA in 2017. She also shared with them their goals they set for <br />the year 2017 to spark ideas for 2018 goal setting. The EDA gave staff input for the 2018 goals and directed <br />staff to draft the 2018 goals for review and approval at the next EDA meeting. <br />
