Solar Access Protection Goals <br />The following are the City's goals for solar access protection: <br />• To ensure reasonable access to direct sunlight is available to all parcels so that alternative forms of <br />energy can be used to supplement or replace conventional forms of energy. <br />• To reduce maintenance and energy costs of public facilities and infrastructure. <br />Policies for Solar Access Protection <br />It is the city's policy to: <br />1. Ensure existing levels of solar access are maintained in developed neighborhoods. <br />2. Encourage future site and building plans to maximize efforts to design for efficient use of solar energy <br />3. Evaluate and use where possible solar energy design elements for future public facilities and <br />infrastructure development. <br />4. Work with the League of Minnesota Cities, University of Minnesota Extension Services, Minnesota <br />Pollution Control Agency, Washington County, the Builders Association of the Twin Cities and other <br />agencies to develop programs that increase use of solar energy systems. <br />The City has adopted a solar ordinance to allow solar energy systems on individual homes and solar farms <br />in the Long Term Agricultural (LA), Agricultural (AG), Rural Residential (RR), and Future Urban Service <br />(FUS) Districts. <br />The gross solar generation potential and the gross solar rooftop generation potential are estimates of <br />how much electricity could be generated using existing technology and assumptions on the efficiency of <br />conversion. The Metropolitan Council estimates that the potential for solar in the community is shown in <br />Table 7.1 and the locations where there is the most potential for solar generation is shown in Figure 7-1. <br />Gross Solar Potential is not an indication of suitability for the siting of solar in the community.
