A holistic understanding of a community's character, goals, and regional context will
guide strong planning and facilitate cohesion among community and economic realms. Community and economic cohesion occur when a City's
residential and business communities have the resources necessary to support each other and succeed. This would not be possible without
strong partnerships and thoughtful planning. To accomplish this, the City should incorporate the following into its planning of community and
economic growth:
• Plan for future transit and multimodal oriented development.
• Increase walkability and expand trail connections.
• Develop streets with multiple functions and experiential opportunities.
• Create desirable spaces through place -making efforts.
• Coordinate transportation with regional job clusters.
• Establish/encourage design standards that complement the community's character.
• Conserve historic and natural resources.
• Implement green infrastructure and energy conservation.
• Discourage development in hazardous zones.
• Brand the community.
• Think beyond community boundaries.
• Build partnerships.
• Do what is feasible and not premature
HUGO 2040 COMPREHENSIVE PLAN UPDATE RESILIENCE 156
