Functional Classification <br />DRAFT Dec14-17 <br />for review only <br />The functional classification system groups roadways into classes based on roadway function and purpose. <br />Functional classification is based on both transportation and land use characteristics, including roadway <br />speeds, access to adjacent land, connection to important land uses, and the length of trips taken on the <br />roadway. <br />Four classes of roadways are included in the seven -county metropolitan area functional classification <br />system: principal arterials, minor arterials, collector streets, and local streets. Figure 8-2 shows the existing <br />functional classification of each road in the City of Hugo. The following sections describe each functional <br />class in greater detail and indicate which roadways fall into each classification. <br />The functional classification system organizes a roadway and street network that distributes traffic from <br />local neighborhood streets to collector roadways, then to minor arterials and ultimately the principal <br />arterial system. Roads are placed into categories based on the degree to which they provide access to <br />adjacent land and mobility for through traffic.
